    Investigated from both the history and the status quo, the existing system of the international currency is not adaptable to the development of the international trade relations determined by the WTO structure. Therefore, its reforming and reconstruction become avoided.     It is for the first time that the concept of the "cultural diversity", as a binding instrument, is acknowledged in The Convention on the Protection and Promotion of the Diversity of Cultural Expressions, which entitles the contracting party to adopt measures including putting restrictions on the import of cultural products or services to protect the cultural diversity. Such provisions will inevitably conflict with the WTO treaties aiming at free trade. Essentially, the conflict is one in the applicable law and can be resolved under the frame of both the UNESCO conventions and WTO. In light of the wide influence of WTO, the reconciliation under its frame is far more important, in detail, settling the dispute through the interpretation of the treaty by the related organization, or through the resolution by the Ministerial Conference or the General Council.

    In recent years, with the rapid development of the economic globalization and integration, there appear a large number of the regional trade arrangements focusing on FTA. And many countries shift their key policies of economy and trade from WTO to FTA, especially when the WTO Doha Round negotiations hit a snag. As a new platform or instrument, FTA also promotes reform and development by way of its openingup.     By 2007, China has submitted Appendix 1 as a preliminary bid list to initiate negotiations for the membership in the GPA of WTO. But, out of the expectation of the European Union and other GPA members, this list does not include China's stateowned enterprises. Whether China's stateowned enterprises should be governed by GPA or not may be one of the great problems to deal with during the negotiations of China's access to GPA. Although the GPA text does not give a clear definition to the government procuring entity, the related provisions as well as some doctrines of the "control of an entity governed by GPA" developed in GATT or WTO cases, prescribe the standard of the "governmental control or influence", which will be useful to guide the offer and bargain with the admittance of China's stateowned enterprises into the jurisdiction of GPA.

    Prague School insisted on the autonomy of literature while admitting external influence, which was evolved from Russian Formalism. This view influnced Mukarovsky's theory of work and gave birth to his Phenomenology-influenced theory of intentionality and nonintentionality of art. Intentionality implies the unity of meaning in a work; to achieve this effect, Mukarovsky transformed authors into general appreciators and art works into independent signs. Nonintentionality refers to all that in art resists and breaks the unity of meaning to give readers the impression that art is from real life and to make an art work "material". However, the latter is affiliated to the former and is viewed as its specific type.
    When Vachek absorbed the above views into his theory of literary history, he developed an idea that literature works should be viewed as the center of the study of literary history. This idea focuses on the accepting of literature works as signs, to be exact, the shifts of the ways in which works are accepted.
    As a linguist, Jakobson connected three phases of Structuralism. His work analysis is not merely unnecessarily complicated and full of details, but also is characterized by arbitrary editing and random omissions. However, the above views of Prague School formed the transition from Russian Formalism to Paris Structuralism.
