    The Transformation of Government in the
    Times of Public Products in Shortage(China Institute for Reform and Development, Haikou, 570208, China)Abstract: China is stepping into the times of public products in shortage, which is the special background, not only of the current transformation of the economic growth pattern, but also of the transformation of government. For the study of the governmental transformation in the new era, it is necessary to start from China' s basic conditions and follow the objective trend of the transformation of the economic growth pattern. After China' s stepping into the times of public products in shortage, there appear following phenomena: on the one hand, economy is developing rapidly; and on the other hand, public products in shortage are becoming a life problem faced by numerous members in the society. That is the deepseated reason why the economic growth patter is required for transformation. Judging from the economic history in the world, western developed countries, by their mediumterm of industrialization, would have a contradiction between overcapacity and consume deficiency. Facts show that, by virtue of the augment of public products such as education, medicalcare and socialsecurity, an expectation for consume can be improved and an endogenous impetus for economic growth can be fostered. In the past time of more than 30 years, by way of market reformation, China has greatly raised its efficiency in the aspects of private resources deployment and private products supply. But for supplying with public resources and public products, it has not formed an effective system or mechanism. Stepping into the new period, it requires the whole optimization of public resources deployment so as to improve the transformation of government that takes its public service as the center.

    〖WTBZ]For the studies of the Chinese film history, it is important to get through the relationship between the research for the modern film history and the research for the contemporary film history, that is, being sure to make an overall, systematic clarification of the variety and development of the Chinese film history of more than 100 years, and a deep probe into the good tradition, successful experience and main lesson that are formed in this process so as to give a proper summary of the basic principle in film creation. While importance must be attached to the aspect of the general history of the Chinese film, other aspects such as age histories, special histories, regional histories and oral histories should be laid stress on, thus being able to make the studies of the Chinese film history more colorful and comprehensive. What‘ s more, a variety of influences on the development of the Chinese film, including ones of overseas film trends or schools and ones of traditional Chinese cultures, should be gone further to make an approach.

    Since the foundation of the new China, the Chinese film, according to the requirement of the ideology of the country, has cooperated with the mainstream politics. On the one hand, it uses revolutionary speeches to make an overall requisition and transformation of traditional story forms, especially the images of the bottom women, so s to construct the personal attachment to the class or the personal obedience to the political party; and on the other hand, it seeks to finish the substituting of modern revolutionary speeches for traditional ideologies. The film such as this, although making a concentrated creation of women’s characters, cannot get away from the old rut of the patriarchal discourse, because the proletarian speech of revolution possesses an inherent rejection of women’s consciousness. The socalled women take on a function of construction for the mainstream ideology but lack of the speech for women themselves, which displays that they are only classsigns instead of gendersymbols. During the “17 years” film in the new China, it is rare for real modern women.

    In Ingmar Bergman' s film Cries and Whispers, body and body touch come out in an unprecedented way, and body displays its significance inside the time. It is by this way that body becomes a place where human beings entangle each other, and a bridge where human beings and God communicate, sending out unrestrained cries and whispers. As a result, the mysterious relation between Maria and Karin is interpreted: Maria' s beautiful body in the ancient and red background shows its significance inside the time; the present bodies of Anna and Agnes are a mixture of past and future, accomplishing the mission of communication between human beings and God. It is in this sense that we may say that Ingmar Bergman' s film Cries and Whispers becomes a worldly version of the Holy Bible, interpreting body' s deiform cries and whispers.

     Since Heidegger' s philosophy of ontology is one of the existent ontology as subjective mentalism, we can not insist on to look for the consistency between Marx' s view of existence and Heidegger' s view of existence, considering Marx as the pioneer and founder of Heidegger' s "mode" of ontology or "turnaround" of ontology. Nor can we establish the philosophical foundation of aesthetics from the ontological dimension of the "human life in the world".

    Abstract: From the middle and late period of 1920s to the least middle period of 1930s, metaphysics became Heidegger' s central issue of philosophical thinking. Heidegger' s turnaround of metaphysics derived both from the influence of metaphysical trends that thrived during the First World War and after the First World War, and from his giving up the orientation of "philosophical anthropology" brought by "foundation existence" so as to have a concentrated, outandout approach to existence. This turnaround also reflected on his consideration as academic expression modes and personnel aspects. Up to the middle and late period of 1930s, Heidegger had a "new turnaround" of metaphysics, that is, criticizing metaphysics itself, which marked his thoroughly stepping into the late period of thinking.

    : In the Tang poetry, there are three kinds of creative themes that are closely related to music instruments in Western regions: (1) Pipa and Zhaojun' s Departure from the Frontier; (2) Hujia and Wenji's Return to the Han Dynasty; (3) Konghou and Having Told You Not to Cross the River. This relationship displays three kinds of variety, that is, enrichment, deepening or differentiation, and misunderstanding. The author of this essay attempts to give an interpretation of these varieties as well as causes.

     Shao Yong is a wellknown writer in the North Song Dynasty. He professes that he has created 3,000 pieces of poetry. But in his several editions of Yichuan' s Farming Collection, only more than 1,500 pieces are discovered. How about the other 1,500 pieces? A consultation of the collections, essays and catalogues in the Ming and Qing dynasties shows that Shao Yong also has a book entitled The Destiny of Preexistence, which is not well known to the academic circle. The book includes two prefaces. One of them is written by Shao Bo, who is Shao Yong' s grandson. And the main body of the book includes some poems about ancient Chinese divination and cosmological beliefs. And it is in Yongle Encyclopedia that an unabridged The Destiny of Preexistence is discovered, which includes 1,493 pieces of poetry. Hence it may be concluded that Shao Yong indeed writes 3,000 poems. Either in content or in style, The Destiny of Preexistence is the exact same as Yichuan' s Farming Collection or The Law of the Universe.

    The Chinese painting "is called writing rather than drawing", which derives from the lyricism and handwriting consciousness of "writing", displaying a situation of writers' aesthetic taste into painting. As an artistic term, "writing" denotes both "place something" and "transmit something". While the former means "sending this one to that one", the latter signifies "expressing one' s feelings". And by virtue of extension, the former indicates "copying" or "drawing". Beginning from the Song Dynasty, writers began to participate in painting creation so that they could better express themselves in motion. Therefore, painting gradually became a means of expressing one' s feeling. Up to the Yuan Dynasty, painting was used to express a romantic spirit in chest and thus "writing" instead of "drawing" became a fashion. The process from "place something" to "transmit something" is gradual, not only embodying a development of the Chinese painting from emphasis on objective modeling to stress on subjective lyricism, but also disclosing a literary course in China' s painting, during which the painter as a writer play an important part. In the early time, "write a word" was called "draw a word". It was only later that "draw" was changed to "write", which also derived from the two meanings of "place something" and "transmit something". And the change from "paint something" to "write something" just gave a fact that the Chinese painting not only possessed such a consciousness as writing into drawing but also reflected on the common pursuit of "place something" and "transmit something", especially the latter. With the development of writers' painting, nonexperts and their superior artworks were held more and more in esteem. Thus the change from "drawing" to "writing" took place. This indicates that, instead of stressing on the vividness of painting, writers' painting emphasizes on expressing their feelings. And "writing" also marks the difference between writers' painting and experts' painting.

    Abstract: The present supervision system of the stateshared enterprise is not able to prevent the threat of corruption from the stateowned enterprise. Just take an enterprise as example. A contrast of related laws, and an analysis of the shortcoming of the supervision system of the stateshared enterprise, can discover that it is the absence of supervision function in management regulation that causes such problems as corruption and property erode. While the existing design of supervision system does not agree with the feature of publiclyowned economy as well as the demand of supervision work, the constructing mode and the power deployment of the management organization result in the personal arbitrary decision of the stateowned enterprise. In detail, there are following shortcomings: (1) Since the proprietor and its representative do not produce a good system of restricting agents, the group company acts as the controlling shareholder in the form of the agent of government, being both the controlling company and the enterprise. And noncontrolling shareholders, including foreign shareholders and private shareholders, are difficult to take effect. (2) The system of the director board is so short of conditionality that the director and the manager are actually combined into one. Hence, decisionmaking mechanism and work division form the organizational foundation of personal arbitrary action. The selection of the independent director is not independent, and the constitution of the salary committee doesn' t stand alone. (3) The existing organizational structure results in the absence of the leader supervision function of censor board and inspecting commission. On the one hand, the supervisor has such a low rank and power that he accomplishes nothing; and on the other hand, the leading body of supervision and the functional supervision department of internal enterprise confuse mutually. What' s more, internal control system is not strict, and employee supervision organization is only an empty shell. (4) The existing supervision subject of management structure is characteristic of parochialism. In the management structure of enterprises, there are not such positions as ultimate proprietors, original agents and initial clients. To a large extent, the supervision position of the enterprise party organization is empty. For the stateowned enterprise, the trustiest supervision subject is the public or the employee as the proprietor. To realize the effective supervision of stateowned economy, it is necessary to depend on multiple stateowned property, balanced organizational structure and democratic management supervision.

    Abstract: Ambush marketing is developed along with the expansion of large sporting events, which is mostly for marketing activities produced in commercial athletic sports. But, as noncommercial mega events gradually adopt the strategies of business development and brand sponsor, little by little, ambush marketing also stretches its antenna into these activities. In 2010, Shanghai held a noncommercial world expo, which is a huge success. Its practice of supervising and controlling ambush marketing is worthy of our reference. Because of its noncommercial traits, Shanghai Expo 2010, in preparation and operation, requires a great deal of funds, and also demand using social strengths to publicize the Expo so that the public' s understanding for the Expo can be enhanced, and their interest and enthusiasm of visiting the Expo can be inspired. It is during the process of introducing largescale business development plans and brand sponsor systems that ambush marketing is produced. For the organizer of the Expo, it is necessary to look for a balance between following aspects: protecting the rights of the Expo sponsor, supporting the brand value of the Expo, using social strength to publicize the Expo and enlarging the influence of the Expo. In this way, the principle and connotation of the Expo can reach the public, and the production and spreading of ambush marketing can get restriction. It is true that, on account of the current commercial environment, ambush marketing is not able to be completely eliminated. But, so long as we take a positive, responsible attitude, combine both guide and check for ambush marketing, and use laws and administrational measures to have supervision, a good effect for antiambush marketing will surely be achieved.

    As a classic humanistic thinking, Marxism has an obvious difference from Christianity. While the former, a revolutionary theory about human emancipation, and a worldview of atheism, embodies the ideology of proletariate, the latter, being considered as the historical achievement of human religious faith and the creation theory of theism, covers up the valueconcept of bourgeoisie. But as far as the humanistic care is concerned, both have an intercommunity. In detail, both are common and interlinked in such aspects as the ideal society, the human welfare, the philanthropic spirit, the fair order and the free right. Based on this, and being established in the historical process of China' s construction of the harmonious society of the peopleoriented, this essay gives an emphasis on their mutualaid relationship in the aspects of humanistic thinking and humanistic care, which possesses a beyondneglect significance in practice. On the one hand, Marxist revolutionary pursue for the happy ideal of the present society can fill a void in Christian seeking for the distant paradise of human afterlife and renovate the feeble salvation by solid activity; and on the other hand, the human limited ability and humanistic faultiness, which are established by Christian original sin, can wake the Marxist in prudently holding human rationality for seeking ideal, preventing him from rash advance, and, by way of modest piety, makes a constant approach to the perfect ideal society, thus ensuring the realistic benefit of the people oriented, and guiding the pursue for the peopleoriented spirit.
