The Transformation of Government in the
Times of Public Products in Shortage(China Institute for Reform and Development, Haikou, 570208, China)Abstract: China is stepping into the times of public products in shortage, which is the special background, not only of the current transformation of the economic growth pattern, but also of the transformation of government. For the study of the governmental transformation in the new era, it is necessary to start from China' s basic conditions and follow the objective trend of the transformation of the economic growth pattern. After China' s stepping into the times of public products in shortage, there appear following phenomena: on the one hand, economy is developing rapidly; and on the other hand, public products in shortage are becoming a life problem faced by numerous members in the society. That is the deepseated reason why the economic growth patter is required for transformation. Judging from the economic history in the world, western developed countries, by their mediumterm of industrialization, would have a contradiction between overcapacity and consume deficiency. Facts show that, by virtue of the augment of public products such as education, medicalcare and socialsecurity, an expectation for consume can be improved and an endogenous impetus for economic growth can be fostered. In the past time of more than 30 years, by way of market reformation, China has greatly raised its efficiency in the aspects of private resources deployment and private products supply. But for supplying with public resources and public products, it has not formed an effective system or mechanism. Stepping into the new period, it requires the whole optimization of public resources deployment so as to improve the transformation of government that takes its public service as the center.
