摘要: 在绩效工资的设计和实施过程中,应处理好“普惠和激励、倾斜和公平”的关系,做到激励、保障和调节三大功能相互协调,建立教师收入水平长效增长机制,形成广大教职员工各尽其能、各得其所而又和谐相处的良好局面。

Abstract: The study explores characteristics of income system of higher education institutions and also the structure of performance payment and the design principle of salary structure according to the practice of post-performance based payment in one university. The essay advises building a long-acting increase mechanism by coordinating three functions of incentive, security, and adjustment.
