The Next Step on China's Reform: Change and Choice——A Theoretical Summary of the 64th International Forum for China's Reform

Currently, a financial crisis evolved by subprime lending crisis is spreading over in the world, which results in the emergence of the global economic recession. Meanwhile, after 30 years of the reform and opening to the world, China faces a lot of new problems in the fields of international economy, society and environment. Under such a situation, what is the next step on China's reform? And how does China reduce the damages of financial crisis and keep a steady, sustainable growth of economy? Centering on the above mentioned, on November 1-2, 2008, in Haikou, the Chinese Academy of Reform and Development and the Deutsche Gesellschaft für Technische Zusammenarbeit coorganized a national forum entitled the "Next Step on China's Reform: Change and Choice". The famous economists present at home and abroad had a full discussion and a hot debate on such urgent questions as the "tendency and goal for reform in the new stage", the "international financial crisis and China's macroeconomic trend", the "marketoriented reform in the new stage" and the "reform of the administrative system in the new stage". No doubt, it is significant for China's speculation about the reform for the future.

This essay, based on the related theories about project management, gives an analysis of how the Hongkong film industry, during its transition of industrial development, leads the tide of industrial development by way of strategic project, and acquires the sustainable advantage of strategy so as to promote the overall development of film industry. The project change in the Hongkong film industry can be summed up as follows. It is Chuangtzu's Test in His Wife that makes a beginning of the Hongkong film industry. While Husband's Coming in Late, reviving traditional Cantonese films, unseals the markets of Singapore and Malaysia, Liang Shanbo and Zhu Yingtai completely occupies the market of Taiwan, the largest oversea market except for the mainland. And after SeventyTwo Tenants, as a sign of new industry, combines the Mandarin film with the Cantonese film, New Dragon Tavern goes further to find a new way to the market of the mainland. Not only do Stephen Chow's films become repeatedly a solace in downturn but also the blockbusters in the Chinese language film have a global integration, thus starting the second upsurge of the Eastern knighterrant film. On the whole, it is a change from lowness to highness, acquiring continuously the advantage of competition.

In a great sense, the Hongkong "underworld" film, as a commercial genre, is not the simple reflection of the social reality but the metaphor of artists' own ideal of the society. From the "hero film" of 1980s through the "plantedagent film" of 1990s to the "crossplantedagent film" at the beginning of the new century, the Hongkong "underworld" film finishes a basic transformation from "Goodfellas" to "No Just War", and turns the traditional "ties of friendship" into the "benefits" in reality, depicting the identity and puzzlement of the people in Hong Kong. But, it is undeniable that the commonconstruction relationship between the Hongkong "underworld" film and the social reality provide the interpretation and creation of the Hongkong "underworld" film with a wider space and a deeper consideration of the reality. Especially, the "underworld" in the Hongkong film is not completely negative. Both the value identity of "Goodfellas" and the simple method of distinguishing or settling the conflictions have been replaced by "No just War", which doesn't present any evident valuejudgment. of course, it can't be considered foolishly as the only "fallingapart". In contrast, a deeper thinking about human nature should be undergoing. It is not accidental for this kind of films to climb off the bottom and be more and more popular in the mainland, whether you are aware or not.

The approach to the Taiwan film is the weakest in the approaches to the Chinese language film both in the mainland and in the oversea areas. For the scholars who are approaching to the Taiwan film, either from Taiwan or from the mainland or from the oversea areas, their approaches can be partitioned approximately into such sections as the arrangement of historical materials, the construction of film history, the criticism of historical culture and the analysis of artistic forms. While the scholars from Taiwan focus on the writing of historical, cultural experience, the scholars from the mainland, by way of artistic forms as well as aesthetic characteristics, make an approach to the Taiwan film. As for the oversea scholars, after 1990s, they chiefly emphasize the new film in Taiwan.

What regards as cognitive object is not substance like macroscopic "body" but the "quantum incident" in the quantum theory, which, as one set of primary conditions and termination conditions, empties the concept of the "authenticity". Some quantum physicists, therefore, feel that truth dwells in the deeps. But we can find, from the descriptive angle, a new field of view of the truth problem. The truth is the description of the determinate connections between the asking of the subject and the answering of the object by the way of practice. The determinate connection means simply that the same result always occur with a fixed probability under the same conditions. Cognition, seeing from the descriptive point of view, involves not only trueness, but also rationality; which shows the real mechanism that trueness and rationality unify in human cognition.

The brand equity starts from consumers' brand awareness, association and perceived quality to a certain brand. And then, consumers get the utilities of the products, in the course of which, brand loyalty emerges consciously. After that, it is passed to companies to form brand equity, and, accordingly, companies make profits. In the formation of brand equity, four sections interacting on each other are necessary, which, from the perspectives of cognitive psychology, can be divided into two steps. The first is the percept to products and the second the percept to brand equity. Effective marketing strategies must promote brand equity and comply with the requirements of the percept to products.

For a long time, the business reputation is always a difficult problem in the field of international account. And the existing theory of business reputation, based on the requirement of practical administration, present such an error as to deviate from the intrinsic quality of business reputation. This essay, by analysis of the source, elements and characteristics of business reputation, points out the error of the existing theory of business reputation. That can be summed up as follows: first, confusing business reputation with outsourcing business reputation; secondly, defective distinguishing between outsourcing business reputation and selfcreated business reputation; thirdly, neglecting the meaning of the "excess" in the "excess earning capacity". By reevaluation, the author holds that the intrinsic quality of business reputation should be immaterial resources characteristic of valuableness, scarceness, inadequate imitableness and inadequate replaceableness.

As a definite concept of history, the current urban film in China is the product in the course of modern urbanization, and the tendency of its development identifies with the regional process from south to north unfolded in the course of market economy and urbanization. While the creation of film enters from Canton into such traditional, deepcultural cities as Beijing and Xi'an, the text presents the "shock" experience of emotional persons for modern cities, featuring a bright "antiurbanization". No doubt, it possesses a great value of social perceive, and is essentially rational, even on a historical critical scale. But, with the unstopped development and deepening, the current urban film in China, possessing its own particular historical connotation, is sure to display increasingly its limitation and tend gradually toward to its margin.

Literary system is referred to the token of the form quality to literary activities at the levels of systems. There are such two levels as concept form and substance shape, including creating spirit, imitating conformation, concept scope, writing format, discourse mode and passing manner. That's to say, literary system has its own prescription. And this prescription is characteristic of selfproduction, selfqualification, selfsufficiency, selfsuitableness and selfexpansion. By introducing the concept of literary system, we can acquire the development and deepening of literary research, which, under the background of globalization, has a unique meaning of scholarship.

Both in History of the Song Dynasty and in Lu Xinyuan's Supplementary History of the Song Dynasty, there is no biography of Liu Dexiu, a poet in the South Song Dynasty. Although Complete Song Poems contains a brief one, it is too simple. Therefore some supplements are given as follows. Liu Dexiu called himself Tui Xuan and once worked as a local teacher in Guiyang. Up to the tenth year of Emperor Chunxi being on the throne, he had assumed the head of the Changsha County. And two yeas later he changed to the head of the Xiangtan County. About from that time to the first year of Emperor Shaoxi being on the throne, he was elevated to the Counselor of the Sichuan Conciliation Commissioner. Soon he was appointed the Prefect of Chongqing Prefecture. After that he was Secretary of High Lawcour, Assistant of High Lawcourt, Director of Supervisory Department, etc, having becoming an important courtier. Later he continued to be active in the officialdom, having such official titles as the Minister of War, the Minister of Personnel, the Scholar of Imperial Library and the Sichuan Conciliation Commissioner until he retired on account of illness.

he Financial Tsunami and China's Economy

    Abstract2322)            Save

China Europe International Business School, Shanghai 201206, China)Abstract: By nature, the present financial tsunami is the crisis for the whole world's financial system, which is due to the following three reasons: (1) the American dollars freeing from regulation cannot guide the international monetary system since the fallingapart of the Bretton Woods system in the early 1970s; (2) the American economic savings are so low that the high consumption level is kept by way of borrowing from the whole world; (3) the Fed has always been adopted the expansionary monetary policy and flabby financial supervision to support the prosper of the American capital market. As for China, because of 30 years of the reform and opening to the world, it melts deeply into the process of globalization. The first 20 years witness a rapid, longterm growth. But, in recent years, there appear a lot of bubbles in China's financial system because of some objective factors. And there are two reasons why the present financial tsunami gives an impact on China's economy: (1) the financial tsunami causes the deflation of the bubbles in China's financial system and the disappearance of the virtual assets makes the liquidity in short supply as well as the fund chains breakdown of some enterprises; (2) the decline of the international purchasing power makes China's export orders cut down and, accordingly, the danger of enterprises' bankruptcy and unemployment enlarge. Therefore, on the one hand, an international cooperation should be carried out so as to construct a new system of the world's finance; and on the other hand, for a short period of time, more attention should be paid to the stabilization of macroeconomy and to the problem of the small or middle enterprises. But, the most important is, by further reform, transforming the mode of economic development and enhancing the industrial efficiency.

    The ReformandOpening Up and the
Modernization of Chinese Ideology(Center for Historical Geography, Fudan University, Shanghai 200433, China)Abstract: China has a long history, with vast territory and many nationalities, and therefore, no socalled "nationalcharacter" free from the constraints of time and space. But the "nationalcharacter" can also be considered as a kind of regional culture, which is characteristic of humanities within a certain geographical area. In this sense, it is an objective reality. And a sociological analysis should be made of instead of coming to the simple conclusion just according to certain words or written record. For a country, or a nation, the basic characteristics of the humanities can be defined as specific geographical environment as well as the modes of production and way of life that have shaped in specific geographical environment. As far as Chinese ethnic groups (Han) are concerned, all these are reflected in their worldview, ethics, justice and benefit, and religion. If the socalled "nationalcharacter" of Chinese ethnic groups is going to be made a nottoovague discussion, may wish to start from these ideas for more specific analysis. Due to the China' s geographical environment largely unchanged and the long history of agricultural society, these ideas can have a longterm continuation, and only change under the impact of the external force. Anyway, although the above change, there is the difference between active and passive, or allside and oneside, or superficial and deep. Nearly three decades of history has proved that only the active and serious consideration of reform and opening up will bring fundamental, conscious changes so as to complete the modernization of their own while realizing the country' s modernization. But human modernization is not only a necessary condition of realizing the country's modernization but also the symbol of the modernization and an integral part of the country. No doubt, the reform and opening up should be more strengthened and held on when we sum up the experience and theories of nearly three decades following the road of socialism with Chinese characteristics.

A Probe into the Style of Bao Zhao' s Yuefu Surrogate
——Also Comment on the Traditional Yuefu in the Han and Wei Dynasties(Department of Chinese Language and Literature, Hong Kong Baptist University, Hong Kong, China)Abstract: The Yuefu surrogate in Bao Zhao' s works is a special Yuefu, which is not the restoration of the Yuefu in the Han and Wei dynasties although it includes lots of basic traditional factors. While the word "surrogate" marks its innovation on a basis of tradition, both the expression of his own meaning through old styles and the replacement of the old topic with the new one indicate the relation and difference between his parody and the traditional creation. And the exploration of the new perspective supplied by the Yuefu surrogate will give a clear understanding of the difference between the traditional one and the contemporary one as well as his different attitudes to different Yuefu styles. Most of his Yuefu surrogates are fivecharacter ancient poems, embodying his recognition of the creative tradition in the dynasties of Han, Wei and Jin. Firstly, there are more old topics and less new ones. Secondly, the part of his works profits by the single style of the Han Yuefu favoring narrative or scene, and, by way of the design of some character or scene or plot, expresses intently his own emotion. Thirdly, some of his patterns on allegorystirring are more approach to the Han Yuefu although this features all the ancient poems in the Han and Wei dynasties. Fourthly, just like the ancient poem and Yuefu in the Han Dynasty, he loves to sum up wise sayings full of philosophy. Fifthly, his writing is more natural than abstract, especially in his opening and closing. Of course, the most important is the universality of his lyric perspective, that is to say, adopting the surrogate style as well as the corresponding traditional themes such as the living or death, homesick or familylove, separating or remeeting, enlistment or sightseeing, etc. All these are in the scope of traditional themes, without specific events or objects. The real touching of his emotion is concealed in perfect allegorystirring as well as fictional characters or scenes. Therefore, his individual contradictory emotion vaguely embodies in people' s common feeling. In conclusion, Bao zhao' s Yuefu surrogate reflects his deep understanding of the style of the HanWei Yuefu as well as its creative features, and supplies the later TangYuefu with valuable experiences. And his innovation in the Yuefu surrogate, especially the tendency to the ancientpoeticizing, not only brings about the diversity of the expressive perspective of the Yuefu but also give a deep influence on Li Bai' s ancienttopic Yuefu.
Key words: Bao Zhao; Yuefu surrogate; Yuefu in the Han and Wei dynasties; creative tradition; ancientpoeticizing

In the history of the cultural exchange between China and Western countries, the spreading of Tang poems into the English world is a big event, for which a group of missionaries and diplomats give a beginning, thus laying a good foundation. The first missionary translator was Robert Morrison whose Translations from the Original Chinese with Notes was published in 1915 by East India Company in Canton. And Joseph Edkins, as a missionary, had lived in China for half a century, and published two essays that made a critical comment on Li Bai and his poems. And Sir John Francis Davis, Edward Harper Parke, Herbert Allen Giles and William John Bainbrigge Fletcher, who are early diplomats of the British Embassy in China, all had made their translation and introduction, among which Fletcher' s Gems of Chinese Verse was the first uncompleted Tang poems in English version, giving a deep influence. All these missionaries and diplomats came to China either in the 19th century or in the beginning of the 20th century. Since they had lived in China for a long time, they had a good grasp of Chinese language and a considerable understanding of Chinese traditional culture. Their translating, although not from firstrate origins, and having lots of flaws, or even much misunderstanding, not only manifests their respect and love for Tang poems as the ancient Chinese tradition but also, from different sides and different levels, promotes Tang poems as an important part of the Chinese ancient literature into the cultural view of Western countries so that the cultural explorers in the English world can look, here and there, up into the crest of the eastern poetic country.

    On the "NineLeafPoem" School
——Also in Memory of Mr. Yuan Kejia (Group of Reading and Criticism, Department of Propaganda,
Shanghai Municipal Party Committee, Shanghai 200030, China)Abstract: The "NineLeafPoemSchool", as a wellknown Chinese modernist school, combines deeply embodied ideas with complex artistic forms, displaying a higher spiritual insight. While the poets' essential analysis of subjective or objective worlds lays a firm basis for the thoughtfulness, their successful usage of symbolic artistic methods gives a colorful novelty. And such an encouraging experience is produced by the realistic life that they give up, from ontology and by way of the spirit of joining society, the modernists' passive attitude towards life. All this produces an active variation of modernism in China and establishes an important place in the history of Chinese modern poetry. As for Yuan Kejia, who are both poet and poetic critic, his works embody sharply the literary consciousness of the "people bedrock" and indicate the strength, width and depth of the "hominine literature", which is put out by him and based on the multiple social experience and life reflection. Of course, while the achievement of this school should be affirmed, its "deep onesidedness"——being short of dialectical thinking——should not be neglected. It will be beneficial to overcome this shortcoming so as to promote the creation of Chinese modern poetry and its walkingup of international poetry.

The Characteristics of the Chinese Film
    Aesthetics and Its Construction

    Abstract1671)            Save

The construction of the Chinese film aesthetics was initiated in the early 1980s. After that, it began to develop gradually. Due to the different cultural background and aesthetic tradition, the Chinese film aesthetics differs greatly from the Western film aesthetics although there is much similarity between them. Therefore, instead of being simply transplanted, the construction of the Chinese film aesthetics should be, on a basis of learning and borrowing, integrated into the elements of the Chinese culture and the Chinese theoretical tradition so as to give prominence to the characteristics of the Chinese indigenous culture. On the one hand, while the aesthetic relation between film and reality should further be probed into, the Chinese film theorists' research results on realism in film creation should be attached importance to; on the other hand, both a summary of all kinds of aesthetic experience and a further discussion on its creative rules should be underway. At the same time, a further research should be undergone on the aesthetic psychology and requirement of the Chinese audience, especially on the aesthetic psychological diversification when enjoying films so as to analyze the success of excellent films and make an approach to how the film beauty is produced in the integration of film and audience. And with the introduction to receptive esthetics, either the preexistent structure of audience or their expectant view or the influence of their receptive criticism on film creation, are worthy of studying. In a word, for the construction of the Chinese film aesthetics, it is necessary to introduce all kinds of basic Western theories, but an importance should be attached to drawing nutrition from the aesthetic tradition of the Chinese literature and art so as to integrate the aesthetic spirits of both Chinese film aesthetics and Chinese culture, to manifest richer eastern color and stronger indigenization.

The Aesthetic Value of Film Stars' Image Performance
    ZHANG Zhong-Nian
Journal of Shanghai University (Social Science Edition)    2009, 16 (2): 68-79.
    Abstract1640)            Save

From a century of research for the film and television, it has been proved that an actor or a star is the most attractive factor. This is because the "permanent value of a play lies in its characterization". Since digital hightechniques have created "digital actors", someone think that, from the level of theory, the day will come when real actors are replaced with "digital actors". Even some articles point sharply out that it is now the time to consider the disappearance of the photographed object before the camera. Can it be true: the development of digital hightechniques results in the replacement of the real image performance of film stars? Is there the same aesthetic value between the two? In other words, where is the aesthetic value for the image performance of real stars? By performance, there are two kinds of aesthetic value. One comes from the star himself; the other from his creative screenimage. For the film star, the real self integrates the virtual image so as to bring out the best result in each other, which combined beauty can never be acquired by the digital star. The screen beauty, or the performance charm, consists of six aspects: body, character, emotion, spirit, mettle and verve. Although the beauty of the external shape can be created by the digital star, the most important beauty is acquired by the face, which can express something indescribable. Especially the eyes, which serve as revealing one' s internal secret, can never be possessed by the digital star. And the character, by virtue of the director' s usage of film techniques, can be enlarged in such a degree that it produces an incalculable infectiousness, which is very difficult to be copied by the digital star. And the emotion, as one of the superlative aesthetic activities, is only produced by humans, which is also unable to be copied by the digital star. As for spirit, mettle and verve, they chiefly refer to the creation of the star besides his internal diathesis, all belonging to the kernel of the character. The performance of the real star is enjoyable because he can produce different personality, which is even unrivalled by any digital star. To sum up, the aesthetic value produced by the film star can never be acquired or replaced by the digital star.

The exploration of the Chinese contemporary film since 1990s, that is, the exhibition of topic, idea, narration, form and style, can be summed up as the research scope of the "vanguard politics", which was predominantly manifested in the following three aspects: the unprivileged perspective, the marginal culture represented by homoerotism and the panautobiography. On the one hand, the politics of the unprivileged perspective, by returning to the smooth narrative, and with the subjective creative consciousness, give a close concern and exhibition of the reality of the Chinese contemporary social transformation, and, by an elite narcissism or a mode different from the dated bird' seye view, pay so much attention to the marginal, unprivileged group, displaying an unconcealed, nonconceptual, detailed original life; and on the other hand, the politics of the homoerotism, through the specialty of the subculture such as homosexuality in ethical or aesthetic reception, establish a independent, blackboxed, social group, which, on the whole, possesses the legality of the "doingforthemselves" as well as the culture of the "independent individual". And the politics of the panautobiography, by way of the newsreel style breaking the grand narrative, display "my" condensed, complanate "individual life experience", and, through the microcosmic individual condition, reflect the world related to "I".

An Empirical Study on relationship between performance
and ownership structure of private listed companies

Journal of Shanghai University (Social Science Edition)    2009, 16 (2): 90-105.
    Abstract1301)            Save

Relationship between performance and ownership structure of private listed companies has long been a hot topic deeply concerned by academic community and government both at home and abroad. There are lots of different research results, some of which are even contrary to each other. However, we are to propose theoretical assumptions and conduct our research on the basis of previous studies, from the perspective of relationship between performance and factors such as shareholding concentration and structure, checks and balances, etc. To test the theoretical assumptions proposed in the paper, we also have designed empirical models which have improved shortcomings of previous studies and examined effects of ownership structure on performance in a comprehensive way, thus providing proof for the theoretical assumptions.
Through studies on the relationship between private listed companies’ ownership structure and performances, we have some salutary conclusions and suggestions: Since there is a significant inverted Urelation between companies’ performances and largest proportion of shareholding, we suggest such an ownership structure that consists of several major shareholders supervising each other on their own behalves. And for those firms whose shares are highly concentrated, it can be achieved by decreasing the proportion of shares held by the first major shareholder or transferring them to other major shareholders. Meanwhile, for those private firms whose shares are too scattered, we advise that first major shareholder’s proportion of shareholding should be properly increased in order to improve those firms’ governance structure and performances; As institutional investor are positively related to companies’ performances, we suggest that nonstateowned institutional investors should be developed, to decrease the degree of shareholding concentration in domestic private listed companies, and to help form a system in which major shareholders, management, institutional investors and strategic investors check and balance each other; As the firms’ performances are positively related to shareholding proportion of management, we suggest that private listed companies could implement plans of management equity incentive to help improve their ownership structure and performances.
The research conducted in this paper has both theoretical and practical significances for the Chinese private listed companies to improve their performances.

Over the recent years, many foreign researchers have been exploring the strategic meaning of corporate social responsibility (CSR). CSR has been closely related with such key words as strategy, customer buying behavior, brand, and profitability. In China, corporations are still far from fully aware of the potential influence of CSR, and thus they are not active to assume CSR. Western theories and practices both demonstrate that assuming CSR not only is favorable for enhancing the entire social welfare, but also helps the companies themselves a lot in their own development. To encourage corporations in China to take on CSR more actively, in addition to making companies aware of the great impact of CSR on companies, exploring the link between CSR and customer satisfaction (CS) will be a good breakthrough point, for customer satisfaction, in marketing practice, is of strategic importance, and also has profound influence on the longterm profit and shareholder value. Therefore, research on the link between CSR and CS will lead corporations to improve their competitiveness with the appropriate CSR practice, and combine their own interests with the social welfare.
There have been mature research results in the fields concerning the concepts of CSR and CS, but empirical researches on the relationship between them are relatively few. Hence the basic thoughts, analysis tools and especially the index system in this thesis are on the basis of referring to the research results proposed in the current literature. Analysis of large amount of literature lays theoretical analysis foundation for the empirical research in this thesis, while the empirical research in return verifies the theoretic model and hypothesis. Based on literature analysis, this thesis establishes a theoretical model of CSR' s impact on CS. This model consists of five structure variables, which are CSR, corporate reputation, perception value, CS and customer loyalty, with the highlight of the three dimensions included in CSR.
Based on the demonstration in Shanghai milk industry as well as the customer evaluation and perception, this study explores the impact CSR puts on CS. According to 280 valid questionnaires from customers, by use of Structural Equation Modeling (SEM) and regression analysis, this study examines the model and hypothesis. According to empirical research, this study provides the following conclusions: in Shanghai milk industry, all the three dimensions, namely, the three different responsibilities that enterprises assume to community, environment and customer, can influence customers'  general evaluation on CSR, but the importance of each varies; though CSR has no direct impact on the customer satisfaction and customer loyalty, it can put an obvious indirect impact on them remarkably through influencing enterprise reputation and customer perception value, so as to build a new passage for the link between CSR and CS.

    Idealistic Flowage and Law Structure
——A Reflection of Starting from the Chinese Contemporary Humanity

Law flows in thinking and culture. And the flowage and development of humanistic spirit promotes the diversion of lawgoverning from the simplicity of taking class struggle as the central task or power bedrock to the harmony of people foremost, embodying the requirement of contemporary law and social justice in according with the idea of humanistic spirit. This is the most important achievement of law construction in the past 30 years of reform and opening to the world. While humanistic spirit has a rich connotation, always reflecting, in a definite society, people' s emphasis on their own dignity and value as to construct an idea of people foremost, the connotation of humanistic spirit is achieved in the real life of the society, and always interwoven with all kinds of issues in the real life. As far as the cultural manifestation of humanistic spirit is concerned, it can be considered as the moral scope of the affirmation and development of human value. While humanistic spirit is embodied in all the aspects of social life, reflecting the civilized degree of a society or country, it chiefly displaying, in contemporary real life, the critique and surpassing of materialism. At the same time, it is operated in multiple, cultural contradiction. The value of humanistic thinking and culture for lawgoverning and social justice lie in such a fact that when humanistic spirit develops justice and human nature, it is a logical startingpoint of the theories of lawgoverning and social justice; and when it questions lawful rationality, it is a thinking tool of lawgoverning and social justice; and when it claims for freedom, equality, humanright and justice, it displays a requirement for valuable culture needed by lawgoverning and social justice.

A Legal Thinking of Establishing Social Security Tax in China

Journal of Shanghai University (Social Science Edition)    2009, 16 (2): 132-144.
    Abstract1330)            Save

Raising enough social security funds is a necessary condition for the existence and development of social security tax system. In order to construct a harmonious society, the premise is, in the process of establishing a social security tax with distinct Chinese characteristics, to perfect gradually our social security system so as to safeguard people' s basic conditions for survival. Social security tax is a kind of duty that takes the taxpayer' s income as the levy object, not only featuring general taxation but also possessing such characters as progressive reducing, just using for a special purpose, being compensable and redistribution, all of which are distinctly different from other tax items. The experiences of many foreign countries should be drawn of how they choose the mode of social security tax conforming to their situation, how to perfect the system continuously in practice, and how to make a research for. China has now had sound economic foundations. While people' s consciousness of social security reaches a sufficient level, the corresponding law condition is also provided with. All these supply China with the condition of levying social security tax. It is significant for establishing our social security tax system to follow such principles as the unity between rights and duties, reasonable tax burden, common burden, balancing equity and efficiency and just using for a special purpose. A suggestion should also be made to adopt the project mode of social security tax fitting our condition, by which, a determination is made to such basic factors as the taxpayer, levy object, basis of tax assessment, tax rate, tax deduction or allowance, etc. What' s more, a necessary regulation should be made of our existent systems of budgetary and income tax so as to successfully establish and actualize social security tax system.

Thinking of the Next 30year Reform in China
——From the Perspective of HumanOriented System
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 5-20.
    Abstract1677)            Save

Abstract: The next 30year reform in China can be compared with the formation of the Olympic "fiverings", which, including economic structure reform, political structure reform, social structure reform, cultural structure reform and ecoenvironmental structure reform, are interlocked in such a way that all parts work together effectively. As far as the scope and depth of are concerned, it will be a deeper, greater change than ever before, whether in the past 30 years or in the three "30year"s in the Chinese history since 1919. The following points should be comprehended clearly: first, since the essence of the reform is determined by people's liberation and free development, an accurate understanding should be made of the connotation of the "human" from the three levels of length, width and inner core, replacing the "human as device" with the "human as substance" so as to reach gradually to the "overall, highlevel humanoriented"; secondly, a "bilinear balance" should be maintained, that is, seeking for the best equilibrium between marketoriented economics and social justice. And it is necessary to promote the reform of primarydistribution and redistribution, to reduce three wealth inclinations (government, monopoly enterprise and nonmanual workers), to establish the property system of resources and environment in order to solve unfair distributions derived from reasonless resource price and tax revenue, and to apply PPP mechanism, by combining three parties of government, market and society, to the remission of the insufficient public products and service; thirdly, promote the emancipation of productive forces, production relations and humans themselves, and realize their interaction; fourthly, encourage the innovation of economic system from the four aspects of the "upper" (governmental economic management), the "lower" (micro basis and market system), the "inner" (people's livelihood and sustained development) and the "outside" (adapting to globalization); finally, push forward the systematic reform of the "fiverings" of economy, politics, society, culture and ecoenvironment, and make their integration, preventing the "dignitary" and the "populism", especially the former.

The Discrepancy Comparison and Convergence Development of the
Modern Information Service in the Tree Major Regions in China
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 21-28.
    Abstract1342)            Save

The modern information service, as a new industry deriving from the intersection of informational technology and service, is gradually merging into all the links in the global economy, which is both a key industry of the service economy in developed countries and a proper access to the new industrial system in developing countries. This essay, based on the successful innovation of international information services, and from the five aspects of locational index, regional division, competitive force, research investment and innovative capability, gives a quantitative analysis of the development of the Chinese three major regions, thus coming to a conclusion of the necessity to have an informational convergence to promote the economic development in the above regions. For the Yangtze delta, an importance should be attached to the innovative service center containing economy, finance, trade and shipping, and at the same time, face the small and mediumsized private business, developing an urbanized, benefitted, paninformational social service, especially a new information service, so as to link up with the global system gradually. And for the Beijing, Tianjin and Hebei areas, stress should be laid on the innovative service center containing technology, culture and sports, developing a productive information service of converging informationization and industrialization as well as an information product of the state database so as to form the famous brand and intellectual property. And for the Pearl River delta, more attention should be paid to the innovative service center supporting the construction of the new countryside, developing an information service facing the rapidgrowth enterprise in Hong Kong, Macao and other areas as well as a market system from capital operation to information operation. It is significant for these three major regions to strengthen the industry convergence and coordinated management, and reduce the risk and cost of innovation so as to turn the extensive informational resource into the knowledge product of scientific policymaking, forming the overall superiority of the Chinese culture in the field of global informational service.

The Changing Tendency and Forecasting of World Food Security
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 29-36.
    Abstract1131)            Save

The global economy has a sustained growth and prosperity, but, instead of the hungry phenomenon in the world being eliminated, the population suffered from starvation increases continuously, which signifies a grave situation of world food security. Judging from the current condition, if we want to resolve such problems as population inflation, starvation and food security from the root, it is necessary to urge the international community to gather a common effort to relieve the starvation and malnutrition of povertystricken countries and areas, making their economy and global economy develop together. For the sustained economic growth of developing countries, the first thing is to overcome the problems of starvation and malnutrition and ensure their food security. Therefore forecasting the world output of grain (chiefly corn), meal, egg, milk, aquatic products as well as the population, appears very important, which is helpful for the security of world food, especially for the starvation and malnutrition in developing countries. This essay, by a combined model of linear regression, curve fitting, exponential function, time series and grey system forecast, gives an analysis of such items as population, land, grain, meat, egg, milk, and aquatic product. The result shows that, in the next 20 years, since the amount of land, grain, meat, egg, milk, and aquatic product are all in growth, the total output of world grain will continue to maintain a per capita figure of more than 355 kilograms, slightly higher than the present world average level, that is to say, there is a little chance of the grain crisis all over the world. What's more, the world meat structure will tend to be more reasonable, and both the per capita amount of taking in animal protein and the living standard of the global people will enhance greatly. But that doesn't mean that there will not be any local famine or serious famine, especially for the developing countries in northern Africa and eastern Asia. In addition, be guard against the relative grain insufficiency and land decreasing due to the development of biological energy, which may cause grain crisis.

An Analysis of the Ontology of Practical
    Existential Aesthetics and Literary Theories
——Centering on the Relation Between Practice and Existentialism
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 37-50.
    Abstract2374)            Save

The practical existence, as a branch of ontology, appears in recent years in the field of aesthetics and literary theories, which combines the practice of Marxism with the existence of Heidegger' s existentialism, accompanied by the argument between practical aesthetics and postpractical aesthetics. Its precursor is practical ontology on a basis of practical materialism. A review of classic texts can discover that, while the term of practical materialism doesn't exist actually, the practical ontology in the field of aesthetics and literary theories seems to be, based on the above practical materialism, walking on the route of materialism. But, in fact, its theoretical explanation completely falls on the socalled "practice", to be precise, on the socalled "practical activity". When practical activity is brought into play artificially and unlimitedly, or when the material foundation in reality is never paid attention to, this practice will dangerously become the spirit practice of subjectivity. Therefore, the argument of practical ontology does not hold water. In the same way, the term of practical existence is also questionable. Judging from the theoretical structure, the relation between practice and existence as well as their symbiotic, interacted possibility, is the inner requirement of this theoretical explanation, which, as the ontology of aesthetics and literary theories, needs adopting to the logic principle in theory. Marx' s practice refers to the human' s material labor and revolutionary action, both including the original material activity and intercourse, and including the social activity and revolutionary action on a basis of reality. The practice here can not be considered as a comprehensive activity and behavior, or a moral practice in a sense of Aristotle and Kant. It is social, historical activity instead of mystery, abstract debate or the activity of animallike existence. For Heidegger, his existence doesn' t concern about Marx' s practice. It is the "clarification" or the socalled "clarification for existence" instead of the human' s practice in reality. And either the "clarification" or the "clarification", in fact, belongs to the subject' s supreme enlightenment in spirit, which can not be acquired by human. Compared with the "realm of freedom" by Marx and Engels, Heidegger' s "clarification for existence" is of the "other riverside" character, that is, this riverside' s yearning towards that riverside. Therefore, either in theoretical connotation or in detailed reference, there is the difference between Marx' s practice and Heidegger' s existence, which gives a great problem to the explanation of practical existence. Ontology as a science can only be the monism and historicalview of dialectical materialism. But, for the aesthetics and literary theories of practical existence, the specific way of explanation is: first, to distort and narrow the conception of Marx' s practice; and then, to generalize the view of practice; and then, to contrast and combine Heidegger' s existentialism; and finally, to create the socalled system of practical existence. Up to this step, there is not Marxist practice at all. The aesthetics and literary theories of practical existence have a grave theoretical misplay.

"Literature Is Something" and "Something Is Literature"
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 51-73.
    Abstract1660)            Save

By "literature is something", we mean a systematical explanation of literature, and this concept, circumscribed by times and regions, only comes after "something is literature". But, for "something is literature", the implied meaning is: among so many discourse modes as language tools, which one can be called literature, that is, demanding a pure inherent judgment. Literature as linguistic phenomena also possesses the basic function of intercourse and communication. And according to this function, the inherent general principles of literature can be established: (1) for something only being understood, use metaphor in such a way that deep impression is given up; (2) for something difficult to express, although describing in detail, do not waste lines; (3) for something unable to say out, be sure to depict in an understated way, stopping where it should stop; (4) for something disdained to portray, be modified by elegance, with limited exaggeration. Literature is utilitarian, according to which, the inherent categorical system of literature can be established. And the conceptual intermediary within literary category is the inner basis of logic literary evolution. Literature itself is a "conscious" discourse. So the argument of "the Wei and Jin dynasties are of the age of literary consciousness" lacks a theoretical support.

Wellek' s Notion of Literary History
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 74-87.
    Abstract1645)            Save

Numerous literary histories have been turned out since there appeared the genre of literary history that records literary happenings and developments. The styles of extant literary histories are, to a great degree, mixed-up and unsystematic. Yet, the questions that need to be seriously considered remain unanswered: what is a literary history? What is the nature of it? And how to write a literary history? René Wellek and Austin Warren argues in their Theory of Literature, which remains quite influential on us and is even regarded as a Bible of literary theory from various aspects the nature of literary history and the methods for writing it, and criticizes the faulty notions of literary history in the past and at present. In a sense, Wellek inherits the historical sense of literary history initiated by Eliot, a tradition that looks at literary works macrocosmically and dynamically. In reference to the theoretical nature, Wellek develops his notion of literary history, including a systematic notion of value, on the basis of Eliot' s and Ransom' s ontological poetics and Eliot' s "organic wholeness" and "impersonal theory of poetry". Starting from this point, Wellek constructs a theoretical framework of literary history: literary history is a kind of literary theory in a sense that expresses structure of determination or system of value synthesized or "refined" in the criticism of an object of experience. The framework of literary history is thus structured under the guide of this theory and on the basis of logic relations between the internal literary system and "a simultaneous order" and synthesis of readers' and critics' literary criticism. As a matter of fact, Wellek' s notion of literary history is not perfect. First, on the whole, Wellek is biased in terms of literary existence; second, his notion is also mixed with some basic ideas proposed by hermeneutics and new historicism; last but not least, Wellek' s notion of literary evolution is problematic. In the final analysis, Wellek'  s notion of literary history insists on an internal study of literature rather than historical, social or ideological, or not even psychological studies of literature. His, in short, does not transcend beyond what New Criticism proposed, which we have to be alert for.

Society and Subjectivity|The Political Economy of the Chinese Melodrama
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 88-99.
    Abstract1834)            Save

A study of filmmaking in China will, almost inevitably, take as its starting point the relation of the character ("the self") to the social space in which it moves. The assumption that this dramatic relation is also, at bottom, ideological is evident in contemporary Chinese films through the continuity with and conflict between the preLiberation traditions of Confucianism and postLiberation ideologies of socialism, a continuity and conflict that turn on the relation among the self, the family, the workplace, and the state, the fundamental terms of any image of the social totality. Starting from these premises, this essay argues that that the most complex and compelling popular film form that embodies the negotiation between the traditional ethical system and the new state ideology, one that articulates the range and force of the emotional contradictions between them, is what is known in the West as "melodrama." Because this category is not part of the Chinese genre system, its use entails a shift of cultural perspective.

Xie Jin: the Artistic Peak in the Golden Age of the Chinese Film
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 100-108.
    Abstract1624)            Save

Abstract: As one of the third generation of the Chinese film, Xie Jin achieves remarkable results. His three phases of creation all have masterpieces, which represent the highest peak in the film creation of the Chinese ethic melodrama. This tradition of creation, by way of realistic film narratives, works out stories as the life itself, making dramatic and typified. From Zheng Zhengqiu' s A Obedient Orphan through Cai Chusheng' s Spring River Flows East to Xie Jin' s films, all embody this tradition loved by common people. The creation of his first phase has following characters: basically, the protagonist is female, often in the bottom of society, and run away from the family, without any help, finding no way out; and at this time, she meets a male, who is elder and more mature than her and symbolizes revolutionary ideals, helping her to overcome all kinds of difficulties; thus she frees herself from helplessness, going through the crisis and beyond herself, and, finally, enters into the big revolutionary family. And in the second phase, this pattern has a change. Very often, the hero is wrongly dealt with, either becoming a "rightist", or in a exile, excluded from social life; but, finally, the heroine who is both pretty and goodhearted, falls into love with him, and, by way of the family' s comfort as well as the female sentiment, gives solace to his psychological wound. The third phase witnesses his bewilderment and struggle, and, at the same time, brings to an end the golden age of the Chinese film. Although he tries best to change that, the film has not come back into the public life. During the time, almost all the films, including Xie Jin' s, haven' t won acclaim from the audience. Therefore, gradually, he drops out of the center of stage. Although he does not always stand on the highest peak, his films represent the artistic peak of the two ages. He is one of the most outstanding artists in the period from 1949 to 1976. Even if Xie Jin is not ahead of his time, he is a synthesizer who combines tradition with modern, as well as the Western, and keeps pace with the time in such a way that he becomes the hero of the 30year mainstream film in China. Xie Jin is not only the peak of Xie Jin' s age but also the great classic master in the golden age of the Chinese film.

    The Spatiality and Subjectivity in
Xie Jin' s Film Melodrama of the New Period
Journal of Shanghai University (Social Science Edition)    2009, 16 (3): 109-126.
    Abstract1619)            Save

By analyzing the textual embodiment of a set of symbolic divisions valorized by the Chinese patriarchal sociocultural order in classical Chinese fiction, drama, critical discourses and film melodrama and the ways in which these divisions contribute to the construction of a viewing subject implicated in the complex social relations that make up the Chinese social formation in spatial terms, we can gain new insights into the intertextuality of Xie Jin's film melodrama in terms of its relation to the traditional Chinese melodramatic paradigm and the political paradigm of the Mao period and the vital role it plays in the new period as a period of political and cultural transition. Focusing on Xie Jin' s deployment of a bipolar narrative pattern informed by the Chinese yinyang cosmology that allows him to blend history with fiction and the sociocultural and political function of his melodramatic treatment of touchy political issues and identity problems with recourse to specific miseenscene techniques and cinematic codes, the author argues that the significance of Xie Jin' s film melodrama which centers on the definition and redefinition of the social and political status of the main characters within a highly limited ethical and political discursive field lies in its function to provide women and other socially disadvantaged social groups with a semantically complex reference framework and new modes of moral expressivity to negotiate with the dominant forces in society and its capacity to mediate social contradictions and facilitate the construction of a collective subjectivity that promotes and affirms sociocultural transformation in the new period.

With the expediting of socialization and informationization, egovernment has been ranked by all countries in the strategic prior project. While the development of egovernment bases on the information security, the information security of edocuments becomes an important part of the information security of egovernment. The information security of edocuments refers to the safety protection for the privacy, completeness, availability, controllability and nonrepudiation of the electronic information content. Since edocuments are characteristic of nonartificial directreading, system dependence, separation between information and specific carrier, information diversity, high density storage, multimedia integration and information maneuverability, not only is the edocument content difficult to be safeguarded, but also the credence function is questioned. At the same time, there is possibility that the edocument content is unable to be read although the carrier, software and hardware are all safe and sound, and also there is the danger of edocument information lost or destroyed due to the hacker' s intrusion or virus breakage. Therefore, it is necessary to strengthen the safeguard of edocument information and prevent the edocument information from being illegally falsified or destroyed. On Social Contradictions
Journal of Shanghai University (Social Science Edition)    2009, 16 (4): 5-19.
    Abstract1377)            Save

Abstract: Over the past one or two decades, China has been in a period of social transformation. With the enhancement of urbanization level, urban maladies are exacerbating. Especially, the global economic crisis triggered by the financial crisis, is bringing about the multiplicity and complexity of social contradictions, which increases the price and cost of social, economic development in China. It will depend on our ability to resolve social contradictions to weaken the financial crisis, by social management skills, so as to get rid of it as quickly as possible. Under the new situation, a large number of social contradictions belong to the ones on the premise of identical fundamental interests, which, in nature, are contradictions among the people or the contradictions between the public power and the private right, or the contradictions between the citizen and its society, rather than antagonistic contradictions. By deeprooted reasons, chiefly, there are following social contradictions: contradictions between the rich and the poor; contradictions between officials and people; contradictions between the government and the society; contradictions between all kinds of culture. All these contradictions are characteristic of following ten aspects: (1) from the viewpoint of causes, possessing complexity, comprehensiveness, and multifactors; (2) from the viewpoint of process, showing burstiness and agility; (3) from the viewpoint of scale, having a tendency to increase, and being full of large groups; (4) from the viewpoint of organization, having tightness; (5) from the viewpoint of intensity, displaying a tendency toward violence; (6) from the viewpoint of means, coming forth intelligence; (7) from the viewpoint of resolving processes, embodying sustainability; (8) from the viewpoint of magnitude, being global; (9) from the viewpoint of consequences, being dangerous; (10) from the viewpoint of periodicity, being intermittent, periodic and thematic. In order to resolve abovementioned social contradictions, it is necessary to bring into use a variety of skills, including ones of such scopes as law, policy, economy, morality, administration, religion, as well as the regulation about rural people. More importantly, it is also vital, by virtue of reform spirit, to make research for new skills of resolving social contradictions. First, learn how to do mass work and social work. This should be our fine tradition, but under the new situation, it is not only to be reemphasized, but also to be developed. On the one hand, correct the wrong view of the masses so as to put right their position; and on the other hand, understand better the masses and be friends with them, only by doing which, can we suit the remedy to the case. At the same time, believe in and rely on the masses, and use their language when doing works about them. And also, make a full use of their organization and take sociology as a theoretical guidance. Secondly, learn how to use extensive discussion to resolve social contradictions. In doing so, such methods as comparison, identification and debate should be used so as to improve fully the efficiency of resolving social contradictions. Thirdly, learn how to use extensive mediation to resolve social contradictions. While an enthusiastic team in mediation should be established, a threedimension network of mediation should be formed, in which, there are both core and periphery. What's more, build a system of mediation and continue to improve working methods. Since harmonious society doesn't mean society without contradictions, nor society without confrontations, contradictions in society are universal. The law of social evolution is the form, resolving and combination of the contradictions between the two parties.

Confliction, Predicament and Introspection: The Basic Body of
Community Administration and the Construction of Civil Society
Journal of Shanghai University (Social Science Edition)    2009, 16 (4): 20-31.
    Abstract1298)            Save

Abstract: At the present, in the basic bodyconstruction of community administration, not only do social contradiction and confliction focus on the relation between owners committees and property companies, but also appear the friction and dispute between owners committees and neighborhood committees. While owners committees face such problems as assembly, preparation, operation and rights, property companies witness so many complaints about poor services and bad manners that they are often describes by the press as "the troubleoverrun area". The survey shows that the 90 per cent of the owners in Shanghai are discontented with both the current situation of owner committees and the administration of property companies. At the same time, neighborhood committees become more and more professional, institutional and administrative, which not only limit their autonomous function, but also, due to the "mismatch" of administrative deputy, change their nature as the organizational carriers of community administration and democratic development, turning it into the predicament of intension and dissonance. Under the current system of government, in the process of the "game playing" that represents the deep order of the urban lowlevel power, the administrative might is always the "bottleneck" of the severe hysteresis of construction for civil society. By virtue of the above casestudy of the contradiction, confliction and predicament in the basic structure of community administration in Shanghai in recent years, the author concludes that the community construction, due to the structure limitation by market power and institutional factors, as well as the confliction between the ideal target of social administration and the intension of the present system and framework, fills with erratic elements, not only in insufficiency of the driving force in community administration but also in absence of the way to transform. Therefore, it is necessary for the basic body of community administration to have a series of reforms such as supporting policy, new system, regulated structure, innovated mechanism, coordinated resources and relocated role or function so as to gain the substantial breakthrough and innovation in system, mechanism and ideology.

Abstract: Under the current condition of the community mediation confronted with lots of difficulties, if the existent system of the community mediation cannot be aware of the underlying causes of its weakness so as to take a detailed, effective measure to improve, not only can the capability and efficiency in mediating not be enhanced, but also the mediation will lost its informal, flexible, folk characters. Since the community mediation improvement depends on the establishment of community selforganizing mechanism, a basic, systematic innovation should be undergoing under the guidance of the community selforganizing theory. First, much effort should be made at constructing the community selforganization and harmonious community, including the regulation of existent development concepts, the guidance to the capacity training of the community selforganization, the insurance of the predominant law role of the community selforganization in the community administration, the strengthening of the interaction, exchange and negotiation of the community residents, and the founding of the "new urban village". Next, more attention should be paid to the perfection of the mediation legislation, to the respect of selforganization, selfeducation and selfregulation, and, in a degree, to the admittance of the community autonomy. At the same time, an account should be taken into the formulation of Law of the People' s Republic of China on Mediating, which prescribes systematically the related mediating items and acknowledges the legal efficiency of the community mediating agreement. Finally, a true implement should be made of the community selforganizing mechanism and of the community election of opening, equality and democracy so as to make the community mediating committee a mass, representative, autonomous organization.
