    The Strength of Documents: the Road to Modern Times for China' s Tradition

     As one of the important characteristics of China' s ancient development, documents play a crucial part in the whole ancient existence, thus shaping China' s tradition of ancient documents. The highest exhibition is that the combination of specific documents, that is, the Confucian classics, not only turn into the excellent expression of people' s target and norm of behaviors, but also become the ultimate foundation of manifesting reasonable national activities and lawful national powers. The development of the studies of Confucian classic in the Han Dynasty produces an important influence on the formation of this tradition, for instance, giving a unique status to the “six arts” by establishing the doctorial degree of the five classic, and imparting a supreme quality of the ultimate guidance on national politics and lives to the combination of Confucian classics. The tradition of ancient documents, for itself, has ceased to influence the modern lives. The concept of learning in playing a part in national and social lives has already profoundly changed. The everlasting value of China' s classics lies in the manifestation of the achievement of ancient China' s cognition itself by escaping from the formation of original entanglements.

    According to the authors of this essay, the theoretical heritage of the neosensualism in films can be divided into two aspects: theory and criticism. The criticism of neosensualism is a sort of "theoretical" review without historical awareness. As a result, for a long period of time, this kind of theory has been (ironically and revengefully) rejected by history. It is more reasonable to approve its theoretical contribution while affirming its weakness. Hence, based on the careful collection of the latest materials concerned, the authors work up all the related theoretical writings of neosensualists' advocators, who are headed by Liu Na' ou and Mu Shiying, synthesizing their opinions on the film theory, and seeking for their correlation with the Western film theory and their own innovation, so as to reevaluate the theoretical value on the viewpoint of film noumenon.

    Since the early 1980s when Mr. Zhong Dianfei made his proposition concerning the creation of the Chinese western film, and after a long period of the rapid development in the mid 1980s and the prosperous climax in the end of the 1980s, China has produced a great number of works characteristic of the western culture. These films, full of the western spirit and consciousness, possess a strong favor of the northwestern nationality and regional feature, and, by virtue of their expression and exploration in modern image language, echo the rise of the image esthetics in the new period, thus forming the unique aesthetic style, even, in a certain degree, China' s symbolization of cultural sign and figure. A practical and theoretical consideration of the creation of the Chinese western film has an important value both for the Chinese history of film and for the current film practice. The cultural influence and spiritual variation of the Chinese western film are spread to some film creation in the new century. In the age of globalization, for our investigation of the Chinese western film, it has a great important value and revelation in the construction of China' s film genre and the international dissemination of culture.

     In view of the overall, macroscopic situation, basic science and applied science are existent in reality. The boundary of the both is not confused, or even disappears. This essay, based on the definition of basic science and applied science, and by way of such three aspects as the intention and motivation of scientific activity, the outcome and result of scientific researches, and the level and degree of scientific theories, gives an analysis of the difference in the following seven aspects: value connection, spirit quality, judge acknowledgement, intelligent property right, selfdetermine degree, organizational management and financial source. It is true that basic science and applied science also have many connections or similarities. Therefore, in a sense, and as far as the individual case is concerned, the difference of the both possesses relativity and stipulation.

    During the time from the first year of Shunzhi to the third year, many turncoat poets in Beijing working as the officials in the Qing court frequently had a reunion, chanting responsory poems, which, having had the rudiment of a literary association, was called as the "society". The responsory content was mainly displayed as follows: (1) expressing the nostalgia for the Ming Dynasty; (2) uttering the sufferings of compromising honor and the depression of holding an official post under the rule of foreigners; (3) conveying the homesick feeling of southerners working in the northern area; (4) presenting the merrymaking of relieving spiritual depression. It is during the process of freemasonry communications that these turncoat poets grew up a faint group ideology.

    In order to promote the transformation to the low carbon economy and demonstrate the international leadership, the United Kingdom, at the end of 2008, led the way to promulgate and implement the first Climate Change Law in the world. The law establishes the medium and long term target of reducing green house gas emissions, not only setting up the climate change committee, but also regulating each fiveyear plan of carbon budget and constructing the domestic emission trade system, thus setting a good example for constituting Climate Change Law in other countries. China also faces such multiple challenges as developing economy, eliminating poverty and reducing green house gas emissions. Especially there are severe conditions in climate change and heavy tasks for reducing greenhouse gas emissions. Therefore, it is necessary to have an overall, systematic investigation of the setting background of Climate Change Law, analyzing and abstracting its basic principles and main features, so as to point out the shortage and deficiency in China' s current lawmaking and lawenforcing, such as running short of a basic law regulating specially greenhouse gas emissions and a strong administrative department that can be united to lead the nationwide work of reducing green house gas emissions, some clauses in energy law being too abstract to operate, and the criteria of domestic reducing emissions not having the effect of compulsive norm. Based on drawing experience from Climate Change Law in the United Kingdom, this essay puts forward China' s law politics for dealing with the global climate change, such as establishing China' s Climate Change Law by the National People' s Congress or its Standing Committee, constructing the perfect law system of dealing with climate change in accordance to the principle and spirit of the said law, setting up the ministeriallevel committee of energy and climate change to manage and deploy the whole country' s reducing greenhouse gas emissions by conserving energy, making up the domestic system of emission trade to deal with the severe challenge of the global climate change.

     The regulation and system of WTO gives a challenge to the development of China' s lawful rule in administration. For China' s reform for administrative examination and approval, it is not only the objective demand of WTO to the governmental behaviors of its member states but also the inherent request of China' s reform for the lawful rule in administration. To a certain extent, China' s reform for administrative examination and approval has achieved such goals as transforming governmental functions, reducing approval items, simplifying approval procedures and strengthening supervision systems. With the development of the reform, it is necessary to go further to perfect the system of administrational examination and approval: (1) keep on inspecting and adjusting the administrative items of examination and approval to develop properly in breadth and depth; (2) eradicate completely the profited authority of offices to continue the selfrevolution of the government; (3) refine the mechanism of operation to perfect the construction of supporting systems.

    Although the development of computer network supplies people with more information and more efficient contacting, an increasing number of online infringement cases bring forward a series of new questions for China' s traditional justice system, in which the civil jurisdiction of network infringement cases is one of the outstanding problems. According to China' s current laws, the lawsuit over infringement action (including generic infringement cases and network infringement cases) only falls within the jurisdiction of infringement location courts or defendant domicile courts. But, in real life, network infringement disputes reflect a unique phenomenon that is different from that of other infringement disputes, that is, the plaintiffs suffering from network infringement being so difficult to determine the domiciles of online infringement defendants and the specific infringement locations that they are in the dilemma of prosecution. This essay holds that it is necessary to sort out, by way of the features of computer network, the related theories both at home and abroad, whether traditional or new, especially America' s theory of the "longarm jurisdiction" . And the people' s court located in the domicile of plaintiffs should become one of the courts falling within jurisdiction of network infringement, which can give the plaintiff a greater right to choose the jurisdiction of the courts so as to solve effectively the problem of the "difficulty to the plaintiff' s prosecution" in judicial practice.

     The United States, as a latecomer among the world powers, exerted a great deal of effort in its communications with the domestic and international public in order to secure their understanding, trust, and support. In the realm of world' s fairs alone, it hosted twelve, nearly 30% of the world' s total, and more than any other country in the world. The lessons drawn from the successes and failures amongst these multiple experiences are worthy of consideration by developing countries that are currently emerging peacefully as world powers. This essay chooses a crucial turning point in the rise of a superpower, specifically analyzing America' s 1904 St. Louis World' s Fair in the contemporary view. It proposes that this world exposition met the multifaceted needs of an emerging power by strengthening internal solidarity and tolerance and improving international familiarity and sympathy, building on a foundation of the protection of national interests and the promotion of a modern lifestyle. Its target audience was the domestic and international public who shared the middle class dream, expressed in humane characteristics such as sincerity, humility, friendliness, and tolerance. The substance of the exhibitions emphasized innovations in lifestyle, raising the level of modern refinement, and promoting orderly interaction between humans and society. Despite its flaws, on the whole, the St. Louis exposition survives as a milestone marking a particular stage of history. The experiences of the St. Louis exposition alert us to the fact that we should take a second look at colonialism, that it is best in the long term to maintain a modest profile, and that the cultural goal of the World Expo should be mutual appreciation of different moral and aesthetic values. Humankind is overcoming the limits of cultural chauvinism and cultural relativism and moving toward multiculturalism. In the course of the competition for innovation, reciprocal exchange, and the pursuit of excellence, we should seize the chance to meet the challenge and attain a new kind of multidimensional progress.

    This essay gives a comprehensive and systematic review on the True Record, with the development of urban culture and arts of Shanghai that had became the world's fifth largest city by 1930s. As China’s first General Illustrated Magazine, the True Record was published by a group of Cantonese artists to promote a new art form in 1910s, and maintained the urban culture of Shanghai by its influence throughout the whole country. It is highly commendable of the True Record that could be so closely linked to the times, reproduce the social reality, and reflect the international frontier of culture and arts in the early 20th century by the new ideas, cultural images and artistic view it presented to the public. In conclusion, the study of the True Record today has referential significance to the construction of harmonious society and revival urban culture and arts of Shanghai in 21st century.
