    The Dual-Process Mechanism of the Repair of Trust in Governments from the Perspective of Behavioral Public Administration

    Public crisis emergency has become an urgent issue of global governance,which imposes huge challenge to governments of all countries.How to achieve effective repair of trust in governments and avoid falling into the Tacitus Trap is one of the core issues in both trust studies and emergency management practice. From the perspective of behavioral public administration,the respective definition of trust in government and trust repair is given,and a dual-process model of trust repair is constructed on the basis of cognitive evaluation and emotion mediation.That is to say,the results of government trust restoration are influenced by both trustworthiness evaluation caused by cognitive attribution and the mediating effect of individual and group emotional sharing. In terms of coping strategies,it is helpful to increase the public’s external,uncontrollable and unstable attribution of negative events by means of accounts,explanation,excuse,denial,punishment and supervision,thus raising public’s trustworthiness evaluation on the government. Meanwhile,redu-
    cing emotional responses against negative outcome on the individual level by means of apology,commitment,compensation and reducing negative emotions on the public group level through inter-group contacts are also conducive to the repair of trust in governments.

    Abstract: Since governments are the ultimate responsibility undertakers and essential subjects of governance in major epidemic prevention and control,intergovernmental cooperation is an important part of optimizing the mechanism for major epidemic prevention and control. The trans-boundary characteristic and complexity of major epidemic situation together with the limited and unbalanced allocation of public health resources also call for intergovernmental cooperation. China has conducted intergovernmental cooperation on the increasingly normal and institutionalized basis since the outbreak of SARS in 2003,in both vertical and horizontal dimensions. However,intergovernmental cooperation is still confronted with realistic predicaments due to the rationality of “economic man”,traditional bureaucracy,district administration,decentralized pattern of central-local governments,“transaction-cooperation” cost and imperfect laws and regulations. We can realize intergovernmental cooperative governance in major epidemic prevention and control through the following means: increasing consciousness of intergovernmental cooperation so as to cultivate mutual trust,making clear respective power and responsibilities in the intergovernmental relations so as to reform governance structure,optimizing the forms of group politics so as to build institutionalized coordination mechanism,using modern information technology so as to strengthen capacity building,and perfecting laws and regulations so as to build institutional guarantee system.

    Three sorts of opinions can be summarized through a literature review of the representative arguments for building Chinese school of film studies. One opinion holds that Chinese school of film studies is a general concept and a national brand,which pulls together domestic consensus and presents to the outside world unique Chinese characteristics. The second opinion holds that Chinese school of film studies is a narrow concept and a school of knowledge system constructed through the attempt by multitudes of Chinese scholars. The third opinion is a compromise of the above two opinions,which regards Chinese school of film studies as a dynamic cultural movement.  The three types of opinions are sorted out in the attitudes of clarifying opinions and origins so as to explore how Chinese school of film studies can be built.

    In recent years,building Chinese school of film studies has become an unprecedented academic boom in the circle of Chinese film studies. A small event in the waves of seeking Chinese discourse power in the field of humanities and social sciences since the new era,building Chinese school of film studies 
    reflects a discernible role of the state will,given the particularity and importance of films in the cultural industry and ideological dimension. It can be said that the “anxiety of interpretation” by the state will and the anxiety of influence from the academic self-consciousness resonate with each other,thus advancing and forming the problem consciousness of building Chinese school of film studies. However,the nature of “school” determines this grand conception and innovation project must be built on the basis of the individual creations and the consensus of academic community,which is the right way of academic development. The premise of following the internal law of academic development is to clarify the boundary between politics and learning.      Ilai Rowner is the representative of recent theory of event in the East. In 2015,from a unique perspective,he actively sublated the various aspects of event,especially Deleuze’s theory of event. Focusing on key concepts such as corporeality,language,and virtualization,he regarded event as the tension between vitality and expression. He further used language to define this tension in depth, elicited the deep causes and specific principles of the event,and constructed a rather positive theory of literary event. In critically absor-
    bing the frontier thought results of the event,revealing the literary essence of the event,and gathering relevant research clues,he provided motivation for our academic circles to learn from,and left questions worthy of further investigation.

    Contemporary space,an important theme of contemporary life,is recognized in the realm of economic production,political power,cultural activities and aesthetic appeal far more than the realm of daily life. Film space is not only involved in the production of contemporary space,but also an important part of it. There are three main aspects of space expression in Mission: Impossible series (MIs):homogeneous spatial presentation,virtual space making and symbolic space abstraction. In this sense,the film space in MIs is a highly symbolic signifier and qualified with characteristics of both realism and visual wonders,thus providing a typical lens to inquire into the features and nature of contemporary space. Placed in the multifaceted contemporary space integrating material,spiritual,psychological,bodily and semiotic dimensions,we are faced with the challenge of how to holistically understand it and assure our own proper positions in it,which is not simply an issue of existence,but also an issue of economic planning,political system,cultural activities and aesthetic awareness.

     The ontology of judicial proof mainly tackles two major problems: nature and means. The nature of judicial proof,mathematical or non-mathematical,atomic or holistic, scientific or humanistic,has always been disputed. The means of the disputes are reflected in two approaches: pursuing visible proof and maintaining vague proof. Regarding the pursuit of visual judicial proof,it cannot be achieved in a short time due to the dual constraints of technology and ethics despite continuous progress from Bentham's thermometer of persuasion to Wigmore's chart method,to the probability theory and to today's artificial intelligence algorithms. Given that the vague state of judicial proof will continue for a long time,the justification of vague proof has become a problem calling for urgent solution. The justification of judicial proof must attend to both the interests of the parties and the fairness and justice of the society. Therefore,an integrated approach of atomicism and holism is adopted. The individualized test of the specific evidence is centered on the parties concerned,and the coherence test of the overall evidence is centered on the judge. In this way,the process and results of judicial proof can be accepted by both parties and generally recognized by the whole society.

    The two major public health crises,the SARS crisis in 2003 and the COVID-19 epidemic in 2020 reveal the lagging progress of citizenization as a prominent weakness in China’s economic and social governance. The citizenization of migrant workers lags behind scale urbanization,which leads to scale migration and further to increased risk of epidemic spread and difficulty in prevention and control. The settlement of migrant workers in cities and towns lags behind the urbanization of labor force,which leads to increased difficulty in resumption of work and production after the epidemic. The county level urbanization of migrant workers is far lower than super or mega city level,which leads to an increased probability of epidemic diseases. Drawing on the experience and lessons from the two public health crises,we believe that in the 14th five-year-plan period,it is essential to systematically break the “iron triangle” of urban-rural dual household registration,public service system and land system,to accelerate the urbanization and resettlement of migrant workers,and to completely change the “separate” urbanization model that distinguish migrant workers as labor from as consumers.
