摘要: 美国的公共艺术始于20世纪30年代罗斯福新政时期。美国是公共艺术制度和政策较为完善的一个国家。20世纪末,理查德·塞拉受美国联邦政府委托制作公共艺术项目,其《倾斜的弧》被视为法律制度和艺术创作模式的双重转折点。通过对当时相关资料的疏理,可较为完整地勾勒整个事件的始末,借《倾斜的弧》个案展示美国公共艺术转型时期法律制度和艺术创作的复杂面相,并重新解读公共艺术中公共利益的内涵。

Abstract: Public art in the United States dates back to period of Roosevelt’s New Deal in the 1930s. The public art in the U.S. has enjoyed a relatively sound system and favorable policies. At the end of the 20th century, “Tilted Arc”, a public art sculpture created by Richard Serra and commissioned by General Service Administration of the Federal Government, was a typical example that witnessed the double turning points of legal system and artistic creation. The study, by drawing a relatively complete picture of the case of “Tilted Arc”, aims at revealing the complexities of the legal system and artistic creation during the transitional period of American public art, so as to revisit the connotation of public interests in public art.
