摘要： 近年来，在金融、证券市场以及政府规划、公共项目等领域出现了一种以经营性内幕信息和政策性内幕信息为交易对象的腐败。这种内幕信息交易型腐败以其复杂性、隐蔽性强而难以察觉，也因缺乏法律法规的有效监管而逐渐发展为一种新的腐败形式。内幕信息交易型腐败在很大程度上与转型期发展主义模式下政府对市场不合理的干预和权力行使的不规范有着紧密联系。充分认识内幕信息交易型腐败所带来的危害，从制度上完善对内幕信息交易型腐败的监管，尤其是落实政府官员的财产申报和公开制度，才能有效地预防和遏制此类腐败。

Abstract:  A new form of corruption has appeared recently in fields like finance, securities market, government planning and public programs, which trades for insider information of businesses and government policies. The insider trading is difficult to detect for its complexity and invisibility, and develops into a new form of corruption due to lack of legal regulation and supervision. To a large extent, insider trading corruption is closely linked with unnecessary governmental intervention in the market economy and irregularity in the exercise of power during the transition period of “developmentalism”. Therefore, we must fully understand the damage brought by the insider trading, improve the institutional regulation, and develop and implement the property reporting system in particular, in order to effectively prevent it.
