摘要： 战略性新兴产业是当今中国经济领域的新课题和热课题。 由于相关的理论研究严重滞后，故而产生了一些诸如概念炒作和“新瓶装旧酒”的质疑声。基于历史视角，把战略性新兴产业放在中国经济体制改革的大背景中，结合动态演化的时空条件和有意识的能动选择，找寻战略性新兴产业的政策依据和经济理论根源，以期在一定程度上解决理论界和实践中的困惑，统一认识，坚定不移地探索战略性新兴产业的内在机制，加快培育和发展战略性新兴产业，是十分必要的。发展演化经济学可谓正当其时。

Abstract: ]Strategic emerging industry is a new and hot word in China' s economics. Due to the underdevelopment of related theoretical research, it is doubted and considered as "concept boast" or "old wine in a new bottle". From the historical perspective, this paper analyzes the strategic emerging industry with consideration of China' s economic system reform, the dynamic evolution of space and time as well as the consciousness in active choices to find its policy and theoretical bases. It is expected that we can, to some degree, solve the confusion in theory and practice as well as unify the understanding of strategic emerging industry. In this way, the intrinsic mechanism of strategic emerging industry can be explored, which ensures the industry to be cultivated and developed.
