摘要： 政府职能作为政府根据社会发展需要所履行的职责，体现了政府的行为方向和基本任务，它不是一成不变的，而是随着经济、政治和社会的发展而不断变化。建设服务型政府是执政党执政理念重大调整在政府层面的体现，是对构建和谐社会方针的呼应与落实，也是今后一个时期我国公共服务与管理改革的方向。公共服务均等化既是这场改革的目标，也是检验其成效的重要标志。因此，需要从推进公共服务均等化的制度安排、所实施的财政政策以及成效等方面来对我国公共服务均等化的态势进行考察。

Abstract: Governmental function is a responsibility of government who performed according to the needs of social development. It reflects behavior direction and basic tasks of government. It’s not invariable, and keeps changing with development of economy, politics and society. Building serviceoriented government is a performance of which the ruling party adjusts its leading conception. It’s a practice of construction of harmonious society, and it’s a direction of public service and management revolution of our country in the future. Equalization of public service is not only the aim of revolution, but also an important sign of achievements. Therefore, to study on the situation of our publicservice equalization, it’s necessary to study from the aspects of system of publicservice equalization, fiscal policy and the achievements of policy.
