摘要： 成立欧洲中央银行是欧洲联盟的一个创举，它成功避开了各成员国在政治联盟方案方面的分歧和争论，以经济和货币联盟方案先行的做法，促进了欧洲一体化的发展。分析和借鉴欧洲中央银行立法①的经验，对于中国妥善处理对外开放过程中碰到的亚洲区域经济联合关系和中国大陆与港澳台之间的经济和货币合作关系有一定的启示作用。

Abstract:
The European Central Bank plays a pioneering role in the European Union. It succeeds in avoiding the division and dispute on the political alliance among member states by implementing beforehand the plan of the European Economic and Monetary Union. It promotes European integration. The experience of the European Central Bank Legislation will provide inspiration for China when he deals with the relations, such as, Asian Regional Economic Integration, Economic and Monetary Cooperation between Hong Kong, Macao, Taiwan and China.
