人力资本流动性与创新——基于我国人才引进政策的比较研究

Human Capital Flow and Innovation:A Comparative Study of the Policy of Talent Introduction in Different Provinces of China

摘要:

文章采用2000~2014年间中国31个省、市、自治区的经济、人口等数据,以专利数衡量创新水平,借助20世纪90年代以来中国各省、直辖市及自治区相继推行的人才引进政策这一外生事件形成的“准自然实验”,研究了人力资本流动性的释放对于该地区教育投入与创新活动存在的影响。研究结果表明,人力资本的流动性释放提升了创新的产出效率,这种提升源于个人创新产出的提升。人力资本流动性的释放激励了个人创新行为,是推动创新活动由公共部门创新向全民创新转变的一项举措。政府部门可以通过加大人才引进力度、建立人才保障机制等措施,增加人力资本流动性,激发个人创新活力,促进创新模式的转变。

Abstract:

 Based on the data of economy and population of 30 provinces and autonomous regions in China from 2000 to 2014 to study the impact of human capital mobility on the innovation level of the region by the number of patents and the output value of hightech industries, and based on the quasinatural experiment formed by this exogenous event, we explores the impact of the release of human capital mobility on the innovation activities in the region by using the policy of talent introduction from provinces, municipalities and autonomous regions since the 1990s .Through the exogenous event "quasinatural experiment" to study the release of human capital liquidity for the education investment on the impact of innovation activities, the results show that the liquidity release of human capital enhances the efficiency of investment in education, which is derived from the improvement of individual innovation. Thus, the release of human capital mobility stimulates individual innovation behavior and is an initiative to promote innovation to change from public sector innovation to universal innovation. Government departments can increase the talent through the introduction of efforts to establish personnel protection mechanism and other measures to increase human capital mobility, stimulate personal innovation and promote innovation to change the model.
