On the Basic Principles of Political Participation and
Orderly Political Participation

摘要： 拓展政治参与渠道，提升政治参与水平，完善政治参与制度，扩大公民有序政治参与，已成为推进当代中国政治发展进程的重要理论和实践课题。政治参与是公民或公民团体采取一定方式影响政治系统的决策、构成、运行和规则的行为。有序政治参与是公民或公民团体以合法的形式，通过制度化渠道有序参与政治生活、影响政治系统决策和运行的行为。从规范的层面分析，有序政治参与必须体现合法、秩序、理性、适度四个主要维度。

Abstract: It has become an important theoretical and practical project in China' s political development to increase the channels for political participation, encourage effective political participation, improve the systems of political participation and to promote more orderly political participation by the citizens. Political participation involves action or behavior on the part of the citizen or citizen groups to influence the decisionmaking, formation, operation and regulation of the political system. Orderly political participation is to affect the decisionmaking and running of the political system by the citizen or citizen groups in a legal way and through institutionalized channels for political participation. Orderly political participation should be lawful, orderly, rational and moderate, which are the four criteria for evaluation.
