摘要： 民生问题是建设和谐社会的根基。近年来，中国政府和许多社会团体在保障民生、改善民生方面做了大量工作。可是，由于在认识论上缺乏辩证法，往往容易从一个极端走向另一个极端。建议政府职能进一步向民生政府的方向转变，把社会还给社会。在继续坚持“以经济建设为中心”的同时，准备迎接“以社会建设为中心”这一顺乎时代潮流的大趋势。民生研究是学术研究的生长点，学术界应当把对民生问题的研究当作“学”字第一号的大课题，从而为民生问题献计献策。

Abstract: Livelihood has been the base for building a harmonious society. Chinese government has done a large quantity of work with many social communities in livelihood guarantee and improvement, and has often gone extreme because of lacking dialectics in cognition. The paper suggests that government function center on livelihood. Research of livelihood is of academic importance and should be paid enough attention.
