摘要：

政府职能决定政府结构，而政府职能决定于经济与社会发展的需求。政府改革的核心是职能改革。市场经济的建设与社会的发展要求中国政府转变职能。但中国的政府改革，不能简单照搬成熟市场经济国家的政府模式，而应该充分考虑中国会发展的现实要求。在市场力量和社会力量共同推动下，中国所进行的以职能转变为核心的政府改革实际上是政府再造，其目标是：建立责任、能力与绩效有机统一的政府。

Abstract:

While the function of the government determines the structure of the government, it depends on the requirement for the development of the economy and the society. The core of the reform of the government is functional reform. And the development of the market economy demands the functional transformation of the Chinese government. But the reform of the government in China cannot simply follow the governmental mode of the countries in which the market economy is well developed, and the present requirement of the Chinese development should be considered fully. Under the promotion of the market and the society, the reform of the Chinese government that centers on the transformation of the government function, is actually the re-construction of the government. It aims at the establishing of the government with the integration of responsibility, capacity and effects.
