摘要: 以需求为导向的资源整合是当前上海市社区管理工作改革的重点议题之一。通过对浦东新区市民求助中心的个案分析,可以探讨统筹管理、按需分配资源的机制以及个案的经验对城市基层社区“网格化管理”改革的启示。

Abstract: How to integrate resources by the orientation of demands? It is one of the top topics for the management reform of Shanghai communities at the present time. This essay, taking the assistance center for citizens in Pudong as a study case, makes a probe into the system of the “whole management and demanded allocation”. And the case provides much food for the reform of the grid management in city communities.
