Abstract: In order to achieve the strategic goal of economic transition and upgrading in 2020, the key is to deepen governmental reform with a focus on streamlining administration and delegating more powers to lowerlevel governments and society in general. During the 13th fiveyear period, to achieve substantial breakthroughs in the reform of administrative system centering on coordinating governmentmarket relations is not only a grand challenge for economic transition and upgrading, but also a major task of the modernization in State governance system and governance capability.
