The Legislation and Enlightenment of Japan' s Basic

Abstract:

(School of Law, Beijing Institute of Technology, Beijing 100081)Abstract： 〖WTBZ]Based on Acceleration of Global Warming Countermeasures, Japan's Basic Act on Global Warming Countermeasures goes further to give a clear definition of its lawmaking purposes, basic principles, major measures, mid-and-long term goals, fundamental plans, basic policies as well as the responsibility of the state, local public groups, enterprises and citizens. Its lawmaking experience serves as a positive reference for the current legislation of China's combating global warming in such aspects as the position of legislative modes, frames and contents, the relationship with China' s other existing legislations, as well as the basic systems and measures.
