Abstract: Abstract： At the last stage of the 20th century, the international communist movement was frustrated severely, the reason of which is multiple, giving a lot of profound lessons. Among them, the most painful is the negligence of the construction of the soft power in ideology and culture. For China, it is vital to construct the main cultural value system kernelling the socialist core value system so as to control successfully the negative influence brought by the intrusion of the ideology and culture in Western countries.
