欧盟发达国家目前进入了“再工业化”的发展期。以知识密集型服务业为代表的现代服务业在提升欧盟现代服务业生产效率以及创造就业机会等方面起到了重要作用；作为欧盟现代服务业主体的中小企业通过积极而有效的创新，促进经济发展成效显著。在界定了高端服务业、知识密集型服务业等几个易混淆概念的基础上，通过分析欧盟创新调查等报告的最新数据，阐述了欧盟现代服务业的现状，总结了欧盟现代服务业的重要作用，剖析了欧盟“再工业化”背景下现代服务业创新的特点以及相关环境因素的影响，并以此为据，结合国内实际问题提出了经济转型背景下发展我国高端服务业的对策建议。

The developed countries of EU have entered the period of “reindustrialization”. In this process, the modern service industry represented by Knowledge Intensive Service plays an important role in increasing productivity and creating employment opportunities. As the vital force of EU modern service industry, the small and mediumsized enterprises have made remarkable achievements in promoting economic development through active and effective innovation. On the basis of clarifying a few confusing definitions like Highend Service Industry and Knowledge Intensive Service, the paper analyzes the latest data including the reports on the newest investigation of EU innovation, elaborates on the status quo of EU modern service industry, summarizes the importance of EU modern service industry, demonstrates new features in the innovation of EU modern service industry against the background of EU “reindustrialization” and related environmental factors, and finally proposes strategies and suggestions of developing China’s Highend Service Industry in relation to actual domestic issues under the background of China’s economic transition.
