摘要

当前，中国的经济转型升级正处在重要历史拐点：一方面经济下行压力增大，另一方面经济结构升级的态势开始形成。问题在于，面对内外发展环境深刻复杂变化的新形势，转型与改革的时间空间约束全面增强。到2020年，中国能否从工业大国走向服务业大国，成为转型与改革的历史任务和重大挑战。

Abstract

 China’s economic transition and upgrading is faced with an important historic turning point as the pressure of economic downturn increases and the trend of economic structural upgrading starts formulating. The question lies in that due to the changing profound and complicated international and domestic development environment, the time and space for transition and reform is increasingly constrained. It becomes a historical task of transition and reform and grand challenge for China to shift from an industrial nation to a servicesoriented nation by 2020.
