Green Finance and the Clean Energy Industry: Evidence from the Scale of Photovoltaic Power Plants under Regional Development Disparities

全球碳中和进程中,绿色金融在光伏产业资本配置中的作用日益凸显。基于2010—2022年中国城市面板数据,结合绿色金融试点准自然实验,系统检验绿色金融对光伏电站规模的异质性影响与传导机制。研究发现:总体层面,绿色金融的“筛选功能”显著强于“输血功能”,其通过风险筛选机制抑制低质项目盲目扩张,推动光伏产业提质控量。在区域异质性方面,发达地区绿色金融以“输血功能”为主,赋能优质分布式项目规模扩张;发展中地区绿色金融则以“筛选功能”为主,倒逼低质集中式项目提质控量。机制检验证实,“光伏产业特征—金融发展水平—区域配套环境”的适配性差异是导致上述效应分化的核心来源。

Abstract:

In the global transition towards carbon neutrality, the role of green finance in the capital allocation of the photovoltaic (PV) industry has become increasingly prominent. Based on panel data of Chinese cities from 2010 to 2022, and utilizing the green finance pilot program as a quasi-natural experiment, this study systematically examines the heterogeneous impacts and transmission mechanisms of green finance on the scale of PV power plants. The findings reveal that, at the aggregate level, the“screening function”of green finance is significantly stronger than its“capital infusion function.”Through a risk-screening mechanism, green finance curbs the blind expansion of low-quality projects, thereby driving the PV industry toward“quality enhancement and scale control.”Regarding regional heterogeneity, the“capital infusion function”dominates in developed regions, empowering the scale expansion of high-quality distributed PV projects. Conversely, in less developed regions, the“screening function”prevails, compelling low-quality centralized PV projects to improve quality and restrict scale. Mechanism tests confirm that differences in the adaptability of the“PV industry characteristics-financial development level-regional supporting environment”nexus serve as the core source of these divergent effects.
