Abstract: Since the higher education is a professional one, the university entrance examination, as one of its serving means, should be designed to select those who have the potential professional quality and deserve for developing. But the present system of the university entrance examination, neglecting the potential professional quality and overemphasizing the publicsubject examination, is unfavorable to select the necessary candidates. And the Western system of the full authority for enrolling is also unsuited to the Chinese conditions. Therefore, the authors put forward a new idea for reforming, that is, abolishing all the publicsubject tests and putting into practice the "separating test in specialized subjects". In this way, all the candidates can develop according to their professional interest and potential quality, thus promoting the development of the Chinese higher education.
