Abstract: As social innovation has drawn increasing public concern,Salamon puts forward the concept of finance with priority to social purpose.It is expected that this new tool will enable more people to obtain more inclusive financial services at a reasonable price and in a convenient way by marketoriented mechanism and commercial means.The dilemma of network mutual aid is analyzed in terms of system, goal, technology and mode based on a case study of network mutual aid.It is urgent to focus on institutional innovation, goal maintenance, technical support, model sustainability and other dimensions of innovation mechanism of network mutual aid under the logical framework of finance with priority to social purpose. In this way, network mutual aid will play a better part in pushing forward the national strategy of targeted poverty alleviation and rural revitalization.
