Abstract: The Tendency to Our Reform at the New Phase(Chinese Academy of Reform and Development, Haikou 570208, China)Abstract： This year witnesses an important event, the 30th anniversary of the reform and opening to the world. At present our macro-economy meets some protruding issues and contradictions, which are related to the phasic transformation of the development mode. While the traditional development mode is difficult to succeed, the new one cannot reach a point of breaking down. The points of the phasic transformation of the social development are as follows: coordinate with the market reform; adapt to the international process; concomitant with the social transformation. In view of all these, our reform must aim at the development of the personal quality, the transformation of the development mode, and the progress of the society. The main tasks of the reform at the new phase are as follows: realizing the sustainable development by the market reform; promoting the construction of the social harmony by the equalization of the basic public service; speeding the political civilization by the effective public government. The reform sequence must be followed: in the coming days, chiefly, pushing the reforms of the basic resource price and the monopoly industry; in the near future, carrying through the reforms of the taxation system and the finance system; in the future, perfecting the social management system and putting into practice the active opening to the world. Among them, the most important is the transformation of the governmental system.
