Abstract: Beginning from the “heart”, the Chinese Buddhism is seeking for a methodology to construct a harmonious, rational mode of the hearttoheart communion with each other. And the socalled “mode of the interrelated value” of the “friendly mind and harmonizing first” supplies different countries, peoples and religious disciples with the fundamental rationality dealing with the relationship among the state, society, individual and collective. From the “purifying oneself ” to the “hearttoheart communion” and then to the “heart tied to all mortal beings”, all these set up an ethical order that takes the Buddhist believing as the core. In the system of the doctrines, there are both ontology and public logic. And the integration of the both constructs valuable norms that begins from the “heart” and takes merit as ontology, that is, the “public logic taking merit as ontology” put forward by this essay.
