Reconstruction of Power Relations and the Solution of Policy Problems
——A Case Study of the Implementing Process of the DirectElection

Abstract: The process of policy implementation is both a continuous interactive process and a policymaking one, and yet again that of power relation reconstruction. In carrying out the direct election of the residents committee, the policy problem of the contradiction between the local governing system and the selfgovernment of the residents is solved through the power relation reconstruction of the actors and by "designated candidates" and "democratic process". Therefore, the residents committee generated through direct election is still remaining certain administration characteristics. This kind of practice, on the one hand, solves the systematic contradiction; one the other hand, it partially diminishes the democracy enthusiasm of the residents.
