Abstract: The right of judicial review under the "One Country, Two Systems" has its particularity. In view of the duality of the legal ranks of Basic Law of Hong Kong, the right of judicial review has the characteristics of dualtrack system, and both the Standing Committee of NPC and the court of Hong Kong special zone have the right of judicial review. To coordinate and treat the conflict of contradictory need to cognize the power limitation of Central and Hong Kong governments, to respect each law tradition, and to further perfect the interpretation of Basic Law and the special zone's legal procedure and settlement mechanism of the right of judicial review.
