    Limited but Efficient Government:
    The Target and Route of the Chinese Government Reform(School of International Business and Management,

    Abstract: A retrospection of the 30year process of the Chinese reform and openingup, even the 60year history in China, can find out the fact that the Chinese government reform has been following such a route that the systematical regulation is always emphasized to seek for the new mode of economic development, since the central government always faces the financial pressure that produces its driving force in reformation. During the early years of the new China, in order to prove the superiority of the new regime, the government chose the administrative system of highcentralized power, and, at the same time, used planned economy to develop heavy industry and chemical industry, thus establishing rapidly the comparatively completed industrial system. Up to the end of the Cultural Revolution, faced with the nearly collapsed national economy, the government chose the administrative system of decentralization. While the target of limited government was determined, the socialist market economy was developed by way of the economic system reformation. And the government was separated from market so successfully that market outburst unpredictable vitality and economy developed rapidly. Although, by virtue of the 20year reform and openingup, the financial pressure of the central government was relieved, the rapid economic development didn' t make everything all right. Since economy, especially social development, demands on a new, higher level for the government, the establishment of a limited but efficient government becomes the new target of the government reform. Accordingly, the mode of economy growth changes from lowquality to both overall consideration and scientific development, that is, from "both fast and good" to "both good and fast". The fundamental goal of this new round of reform is to construct a harmonious society. In order to achieve that goal, not only do the function and institution of the central government require regulating but also the assessment system for political achievement is necessary to be perfected, thus ensuring that limited resources can be applied to the public requirement of the people, and to the health progress of national economy.

    Introduction to the Strategy of State Building via Innovation

    China' s longterm development objective is to "build a socialist modernized state that is prosperous, powerful, democratic, highly civilized and harmonious" by 2050. To create "a modernized innovative state" is naturally part of the general objective, a challenging historic undertaking that engages all Chinese people. To achieve this goal, and to meet the two major domestic challenges in the 21st century, namely, changed demand and supply pattern of the labor force, and greater resource and environmental restrictions, China is bound to alter the extensive development strategy. On the other hand, the recent trends of global new technological revolution, globalization in the post financial crisis era as well as a new emphasis on human development also demand changes in state building strategy. This paper proposes innovation as a state building strategy, by which, the author means innovation simultaneously on the levels of the enterprise, industry and the state. As a strategy, innovation functions as a system that involves all these levels. It not only means "independent technology innovation", but also refers to "innovation of systems", including innovation talent system, innovation education system, the property right protection system and other supporting economic systems. What the author proposes is an integrated innovation strategy consisting of "one top," "three crossbeams," and "four pillars" for the purpose of state building.

    Criticism of the Hegemony of Instrumental Reason in Surfacing——An Analysis from the Perspective of Space Theory

     The hegemony of instrumental reason has roots in modern man's excessive worship of knowledge and technical products, and is embodied in the pursuit of absolute technological rationality, which has resulted in the devaluation of human emotion and the alienation of man. From the perspective of postmodern space theory, with the influx of capital, such alienation expands from cities to the countryside and from developed regions to the developing ones, and is manifest in the invasion of the rural space by mechanical civilization. This makes human redemption an important concern of modern age. In her novel Surfacing, Margaret Atwood vividly depicts the expansion of alienation due to the hegemony of instrumental reason and while offering a powerful critique of the hegemony, she also suggests possibilities for human redemption through a return to nature. Hence, Surfacing is to be read not just a work of ecofeminism but as one that has greater relevance to us in a world of globalization.

However, as a important branch of translation studies, sociological approach to translation studies has much work to undertake. Based on the reflection upon the brief history of sociological approach to translation studies, this paper analyzes its nature and name, exploring its demarcation and approaches in light of structuralfunctionalism of sociology. The author argues that translation studies should take sociological theories as critical referential and outline its own research frame.

    Practical Experience and Policy Design of Big Data Agriculture in the Context of Rural Revitalization

    The Rural Revitalization Strategy ushers in a new era of agricultural modernization. As rural prosperity depends on the boom of agriculture, rural revitalization can only be achieved through the industrialization of agriculture. Big data technologies based on cloud computing create the possibility for process reengineering of agricultural industry chain and for revolutionary transformation of traditional agriculture. By comparing and analyzing the existing modes of practice, the paper suggests that we should push forward the development of the big data agriculture by taking the following measures: accelerating the agricultural big data system and infrastructure, advancing rural land circulation, adopting an appropriate scale management of rural land, building agricultural big data technology association and cultivating new farmers to meet with the new demands.

    Abstract:Very often, the past researches for the relationship between China and foreign countries lay stress on the confrontation of civilians with missionaries instead of mentioning the latter's hardworking for avoiding the confrontation. Although the divergence of the two official groups on Christianity results in being unsuccessful in assembled missionaries' submitting a memorial to the emperor, the interactions and understandings between the foreignoriented, reformist officers and Timothy Richard as well as other missionaries, as a middle link, influence the highlevel politics, and, at the same time, foretell the subsequent possibility of revising the Christian policies of the royal court.

     Hou Hsiaohsien’s films have always demonstrated his unique observation of life, thinking of life and image presentation in an “antimovie” way. To be specific, he prefers tranquility to mobility, silence to words, concreteness to abstractness, China to the West, art to actions, thus making himself “a director without direction”, his cast of films “performers without performance”, and projecting a feature of “causal effects without plots”. His unique style and image narrative grammar is developed as a result of not only the director’s life experiences, life understanding and aesthetic taste, but also the director’s view of the nature of movie, and still more, the unique mode of thinking of the Chinese nation in which the director is nurtured and the way Oriental culture perceives and understands life. Therefore, Hou’s films are featured with humanistic care characterized by strong personal style and image expressions imbued with oriental aesthetic implications, thus winning him an adorable place in the world film history.

    The Philosophical Basis of Marxist Aesthetics and Its Understanding of the Time——An Argument about the Debate on the "Aesthetics of Practical Existence"

      In recent years, a debate on "practical ontology" or "practical existence" has been going on in such fields as philosophy, aesthetics and literary theories, thus forming two kinds of clearly oppositional standpoints of actively promoting and firmly opposing, and main representatives including Zhu Liyuan and Dong Xuewen. The debate actually concerns about how to understand the essence of Marxism, and what kind of basis of Marx' s philosophy our aesthetics and literary theories should be based on. In the context of the time, the aesthetics of "practical ontology" or "practical existence" aim at, under the general background of the transformation of philosophical thinking today, getting through the interlinkages between "practice turning" and "existence turning". But Dong Xuewen' s expression of basic standpoints in the aesthetic debate of "practical existence" uncovers his deficiencies in major theoretical issues. Understanding of this point will be helpful in getting rid of misreading of Marx' s philosophy and aesthetics, which is, for a long time, enshrouded by the traditional thinkingway of metaphysics. In this way, we can reinterpret and reunderstand Marx' s practical viewpoint of aesthetics in the text of the time. By denying the aesthetics of "practical existence", Dong Xuewen puts forward his own understanding of Marxist basic principles, which is just a directrepeat or rereiterate of the official, orthodox Marxism of Sovietpattern. It is the thorough monism of dialectical materialism. From the perspective of ontology, its theoretical expression of primary substance or material uniformity, is actually a traditional material substance ontology; and from the perspective of epistemology, its theoretical expression of consciousness being the active reflection of the objective material world, is actually a correspondence epistemology of subjectobject dichotomy; and from the perspective of axiology, its theoretical expression of the objective reflection or recognition of  truth, is actually an objective, neutral, scientific positivism. As an inflexible theoreticalthinking or knowledgepatterns, Marxism of Sovietpattern parasitizes or roots in the tradition of modern metaphysical thought. Therefore,it is a duty for the theoretical scholar to get rid of the dense fog of metaphysics, and go further to get rid of the longterm shroud of Sovietpattern. And "practical existence aesthetics", just in this context, displays a unique theoreticalmeaning and contextualconnotation: really getting rid of the tendency of the practical ontology and the shroud of traditional metaphysics, and opening its theoretical context of postmetaphysics. The theoretical resources and basic ideas are to getting through the linkage in the theoretical horizon between "practical philosophy" and "existential philosophy". In detail, it tries to, between Marx' s practical philosophy and Heidegger' s existential philosophy, establish a sort of domain fusion in dialogue so as to display the implication of the time of "practical turning" and "existential turning" in the context of postmetaphysics.

     Revisiting the Stratum of Entrepreneurs

    Entrepreneurs are important participants in the market economic activities. The essence of entrepreneurial “traits” needs to be redefined in the current context of social and economic development. As a superintendent who founded the enterprise and runs and manages it as well, an entrepreneur must possess unique traits of “innovation”, “moral integrity”, “compound economic man” and “integration competence”, which are important marks of an entrepreneur in the new era. In China, the whole stratum of entrepreneurs as scarce and precious social resources bears an important mission in the reform, opening up, innovation and development. Given that nowadays entrepreneurs are still bothered by “expectation” and “confidence”, it is of great significance to further foster the entrepreneurial stratum and “inspire and protect the entrepreneurial spirit” in particular. In view of this, six strategies are proposed including raising social respect for the entrepreneurial stratum, effectively protecting the entrepreneur's property rights, earnings from innovation and other legitimate rights and interests, and establishing the “double mechanism” of social fault tolerance and entrepreneur selfcorrection, so as to stabilize entrepreneurs’ social expectation and promote their healthy development as a stratum.

    On the "NineLeafPoem" School
    ——Also in Memory of Mr. Yuan Kejia (Group of Reading and Criticism, Department of Propaganda,
    Shanghai Municipal Party Committee, Shanghai 200030, China)Abstract: The "NineLeafPoemSchool", as a wellknown Chinese modernist school, combines deeply embodied ideas with complex artistic forms, displaying a higher spiritual insight. While the poets' essential analysis of subjective or objective worlds lays a firm basis for the thoughtfulness, their successful usage of symbolic artistic methods gives a colorful novelty. And such an encouraging experience is produced by the realistic life that they give up, from ontology and by way of the spirit of joining society, the modernists' passive attitude towards life. All this produces an active variation of modernism in China and establishes an important place in the history of Chinese modern poetry. As for Yuan Kejia, who are both poet and poetic critic, his works embody sharply the literary consciousness of the "people bedrock" and indicate the strength, width and depth of the "hominine literature", which is put out by him and based on the multiple social experience and life reflection. Of course, while the achievement of this school should be affirmed, its "deep onesidedness"——being short of dialectical thinking——should not be neglected. It will be beneficial to overcome this shortcoming so as to promote the creation of Chinese modern poetry and its walkingup of international poetry.

    A New Interpretation of Han Yu and His Poems by the
    Poets Advocating Song Poems in the Late Qing Dynasty

    Abstract: The poets advocating Song poems in the late Qing Dynasty, by starting with Su Shi and Huang Tingjian, and then, tracing back to the tradition of Han Yu and Du Pu, finish constructing the poetic idea of combining Tang styles with Song styles, which breaks, since the Ming Dynasty, the dominant situation of advocating the poetic style in the prosperous period of the Tang Dynasty, and reestablishes Han Yu' s important position as a link between past and future in the poetic history. While dong so, they give a new interpretation of orthodox Confucianism, ideal personality and poetic styles in Han Yu' s poems, endowing with a profound historical connotation and time spirit. This multiplelevel interpretation of Han Yu and his poems, not only emphasizes his importance in the history of literature, but also underlines his value of Confucian philosophy displayed in the specific context of both internal and external "troubles" in the late Qing Dunasty, thus communicating their opinion of poetic innovation and progress as well as their awareness of potential perils when facing the reality. In a word, while the poets advocating Song poems, by this interpretation, manifest their poetic idea and political ideology, Han Yu' s poems, in this process, display a new connotation and value.
